Abstract

Sebagai negara kepulauan, angkutan lau sangat penting dimana sekitar 80 persen angkutan barang domestic dan ekpor impor dilakukan melaui laut. Posisi Indonesia yang sangat strategis juga berpotensi menjadi poros maritim dunia. Peran kapal kontainer sangatlah penting bagi transportasi laut di Indonesia. kebutuhan kapal niaga Indonesia dalam jangka waktu tahun 2015-2019 mencapai 609 unit kapal yang terdiri dari 83 unit kapal kontainer berbagai ukuran, 26 unit kapal barang perintis stara 208 TEUs, dan 500 unit kapal pelayaran rakyat. Selain itu untuk mendukung terwujudnya program Tol Laut dalam program Poros Maritim kebutuhan 50 unit kapal perintis penumpang dan barang berbagai ukuran termasuk kapal kontainer 100 TEUs, 100 unit kapal patrol kesatuan penjagaan laut dan pantai (KPLP), 50 unit kapal kenavigasian, dan 43 unit kapal marine inspector (kebutuhan Kementerian Perhubungan Tahun 2015-2019), serta sejumlah kapal untuk mendukung eksplorasi migas di Indonesia dan kebutuhan kapal untuk mendukung alutista laut Indonesia. Besarnya kebutuhan domestik termasuk peremajaan kapal menjadi peluang bagi standardisasi kapal dengan tipe dan ukuran yang sama (sister ship). Sesuai dengan kajian yang telah dilakukan, langkah strategis yang dapat dilakukan adalah standardisasi pada kapal kontainer. Hal ini akan mendorong produktifitas galangan kapal dengan penggunaan teknologi yang maju. Standardisasi pada komponen-komponen pendukung kerja mesin utama (shipboard system) dapat meningkatkan tingkat pemakaian kompenen dalam negeri sehingga menciptakan skala ekonomi bagi industri komponen lokal dan sumberdaya produksi lainnya dengan produk-produk standar. Standardisasi juga diperlukan untuk mempercepat stage perancangan kapal, mempercepat approval class yang akan memberikan efek pada percepatan pembangunan kapal. Dengan adanya standardisasi diharapkan dapat mendukung industri pengadaan sister ship pada kapal kontainer 100 TEU.s. =============================================================================================================================
As an archipelagic country, transportation is very important where around 80 percent of domestic and export goods transport needs to be carried out by sea. Indonesia's position, which is also very strategic, is also a global maritime axis. The role of container ships is important for sea transportation in Indonesia. The needs of Indonesian commercial vessels in the period of 2015-2019 reached 609 ship units consisting of 83 units of various sizes of vessels, 26 units of freight vessels pioneer 208 TEUs, and 500 units of shipping vessels. In addition to supporting the program for the realization of Sea Tolls in the Maritime Axis program requires 50 pioneer ship units and 100% cargo transport vessels, 100 units of sea and coast transport patrol boats (KPLP), 50 navigational ship units, and 43 units of Marine Inspectors (Ministry requirements Transportation in 2015-2019), as well as a number of vessels to support exploration in Indonesia an d ships need to support Indonesian marine equipment. The large domestic needs including boat rejuvenation are opportunities for standardization of vessels of the same type and size. In accordance with the studies conducted, the strategic step that can be taken is standardization on container ships. This will encourage the productivity of shipyards with the use of advanced technology. Standardization of the supporting components of the main engine work (board system) can increase the level of domestic component use increasing the economies of scale for the local component industry and other production resources with standard products. Standardization is also needed to improve the design stage of the ship, increasing the approval class which will have an effect on the acceleration of ship construction. With the standardization, it is expected to be able to support the industry in the procurement of sister ships on 100 TEU container ships.
