Abstract
Pertumbuhan industri energi di Indonesia semakin berkembang pesat, salah satunya adalah PT. Pertamina (Persero). Berkembangnya perusahaan juga sebagai dampak baik atas komitmen perusahaaan dalam menyediakan dan menyalurkan produk olahan perusahaan ke tangan konsumen. Dalam kegiatan penyaluran dari hulu ke hilir, PT. Pertamina (Persero) membutuhkan transportasi dengan kapasitas yang besar dan terancang secara khusus, salah satunya adalah kapal tanker. Namun, karena ukurannya yang sangat besar, kapal tersebut harus dibantu oleh kapal tunda untuk dapat berlabuh di dermaga seluruh daerah dan segala jenis perairan di Indonesia. Diperlukan suatu simulasi kajian teknis dan analisis kelayakan ekonomis untuk mengetahui kebutuhan kapal tunda di masing-masing dermaga, sesuai dengan ukuran kapal tanker yang berlabuh, serta paling efisien dan efektif secara operasional dan ekonomi. Pada penelitian ini, simulasi dilakukan di dermaga Marine Region III Tanjung Priok yang memiliki daerah labuh berbentuk kolam. Simulasi dilakukan menggunakan perangkat lunak MATLAB dengan memasukkan principal dimension kapal tanker, data lingkungan, besar gaya (Bollard Pull; BP) kapal tunda, dan sudut tarikan. Simulasi kajian teknis menghasilkan gaya kapal tunda yang dapat digunakan, yaitu 10ton, 15ton, 20ton, 22ton, 32ton, dan 38ton. Gaya tersebut dikombinasikan dan ditinjau keekonomiannya berdasarkan skenario beli dan sewa, dihitung dalam faktor Capital Expenditure dan Operational Expenditure. Sehingga, dihasilkan kombinasi yang paling efektif dan efisien secara teknis dan ekonomis, yaitu kombinasi pengadaan kapal tunda 22ton-32ton dengan skenario Beli, dengan biaya total IDR 575,781,746,238.

The growth of the energy industry in Indonesia is growing rapidly, including PT. Pertamina (Persero). The development of the company is also a good impact on the company's commitment to provide and distribute its products to consumers. In the distribution activities from upstream to downstream, PT. Pertamina (Persero) requires transportation with a large capacity and specially designed bunker, which is Tanker Vessel. However, because of its enormous size, the ship must be assisted by a tugboat to berth at the port of any type of waters in Indonesia. A technical study simulation and economic feasibility analysis are needed to determine the needs of tugboats force in each port, according to the size of the Tanker Vessel. In this study, the simulations were conducted at the Marine Region III Tanjung Priok port which has a basin-shaped berthing area. The simulations were carried out in MATLAB software by including the principal dimension of the Tanker, environmental data, Tugboat force (Bollard Pull; BP), and Tugboat’s heading angle. The output of those simulations is the minimum Bollard Pull to tow the Tanker Vessel, which are 10ton, 15ton, 20ton, 22ton, 32ton, and 38ton. Then, those forces must be combined with each other to a few scenarios and reviewed its economics based on the “buy” and “rent” scenario, calculated in the Capital Expenditure and Operational Expenditure factors. In short, the most effective and technically and economically efficient combination is the procuring a 22ton-32ton tugboat with a “Buy” scenario, with the total costs of IDR 575,781,746,238.
