Abstract

Pelanggaran lalu lintas masih menjadi salah satu permasalahan yang harus diselesaikan oleh Kepolisian Republik Indonesia serta didukung dengan adanya kesadaran masyarakat akan pentingnya mematuhi peraturan lalu lintas. Tilang adalah suatu alat bukti pelanggaran di bidang lalu lintas dan angkutan jalan dengan format tertentu yang telah ditetapkan. Kenaikan jumlah kendaraan bermotor dari tahun 2015 ke tahun 2016 yaitu sebesar 86.910 kendaraan yang diikuti oleh kenaikan pelanggaran lalu lintas yaitu sebesar 26.114 pelanggaran yang cenderung meningkat terus dan akan menjadi permasalahan terhadap kondisi lalu lintas di Kota Surabaya. Oleh karena itu, dalam penelitian ini ingin mengetahui apakah jumlah kendaraan bermotor dan periode waktu yaitu Bulan Januari 2017 hingga Desember 2018 berpengaruh terhadap jumlah pelanggaran lalu lintas di Kota Surabaya. Sehingga metode yang sesuai adalah Regresi Panel. Didapatkan model yang sesuai yaitu model FEM dengan adanya pengaruh waktu yaitu sebagai berikut Y =10297-0,01X-1036 D3 - 1765 D4 +....+ 4119 D23 dengan Rsq sebesar 78,2% dan menunjukkan bahwa jumlah kendaaran bermotor dan periode waktu berpengaruh terhadap jumlah pelanggaran lalu lintas di Kota Surabaya.

Traffic violations are still one of the problems that must be resolved by the Police of the Republic of Indonesia and supported by public awareness of the importance of complying with traffic regulations. A ticket is a means of proof of violations in the field of traffic and road transport in a certain format that has been determined. The increase in the number of motorized vehicles from 2015 to 2016 was 86,910 vehicles followed by an increase in traffic violations which amounted to 26,114 violations which tended to increase steadily and would be a problem with traffic conditions in the city of Surabaya. Therefore, in this study wanted to know whether the number of motorized vehicles and the period of time ie January 2017 to December 2018 had an effect on the number of traffic violations in the city of Surabaya. So the appropriate method is Panel Regression. The appropriate model was obtained, namely the FEM model with the influence of time,Y =10297-0,01X-1036 D3 - 1765 D4 +....+ 4119 D23 with Rsq of 78.2% and showed that the number of motorized vehicles and the time period affected the number of traffic violations in the city of Surabaya.
