Abstract
Proyek pembangunan The Samator Super Block
Surabaya dijadwalkan harus selesai dalam kurun waktu 868
hari dengan nilai kontrak 200 Miliyar Rupiah. Mengingat
besarnya nilai kontrak dan lamanya durasi pekerjaan
maka diperlukan analisa kinerja biaya dan waktu untuk
digunnakan sebagai dasar pengendaliaan. Akan tetapi
sebelum dilakukan pengendalian perlu diketahui terlebih
dahulu kinerja proyek yang telah berlangsung. Tujuan dari
penelitian ini untuk mengetahui kinerja biaya dan waktu,
estimasi biaya dan waktu pada akhir penyelesaian proyek serta
faktor-faktor yang menyebabkan keterlambatan atau kemajuan
proyek.
Metode yang digunakan pada penelitian ini adalah
metode Earned Value yang didalamnya memadukan unsur
biaya dan waktu serta prestasi fisik pekerjaan. Data yang
didapat dari proyek antara lain Time Schedule proyek,Rencana
Anggaran Biaya (RAB), laporan mingguan proyek dan biaya
aktual, kemudian dilakukan analisa biaya, jadwal, varians dan
indeks performansi dengan memaparkan masalah-masalah
yang muncul pada saat penelitian. Hasil analisa pada minggu ke-98 menunjukkan biaya
yang dikeluarkan lebih rendah dari biaya yang dianggarkan
ditunjukkan dengan nilai CPI = 1,229 dan waktu pelaksanaan
lebih lambat dari jadwal rencana ditunjukkan dengan nilai SPI
= 0,889 . Hasil perhitungan perkiraan biaya akhir proyek
sebesar Rp. 162.729.843.730 dengan perkiraan waktu
penyelesaian 140 minggu. Keterlambatan ini disebabkan oleh
berbagai faktor seperti keterlambatan pemancangan awal
proyek, keterlambatan pekerjaan galian, adanya review design,
prosess engineering shop drawing, pengendalian material
dilapangan, kerusakan concrete pump.

The construction project Samator Super Block
Surabaya is scheduled to be completed within a period of
868 days with a contract value of Rp. 200 000 000 000, -.
Given the magnitude of the contract value and the long
duration of the work will require cost and time
performance analysis using for a basis of control.
However, prior to the control need to know in advance
the performance of the project which has been underway.
The purpose of this study to determine the cost and time
of performance, the estimated cost and time in the late
completion of the project as well as the factors that cause
project delay or advancement. The method used in this study is the Earned Value
method in which combines elements of cost and time as
well as the physical accomplishment of work. The data
obtained from the project include Time Schedule
projects, Budget Plan (RAB), the weekly report of the
project and the actual cost, then to analyze the cost,
schedule, and performance index variance to explain the
problems that arise at the time of the study.
Results of analysis at week 98 showed costs were
lower than budgeted costs indicated by the CPI value =
1.229 and a slower implementation of the plan schedule
indicated by the SPI value = 0.889. Results approximate
calculation of the final cost of the project amounted to
Rp. 162 729 843 730 with an estimated completion time
of 140 weeks. This delay is caused by various factors
such as delays in fixing the beginning of the project,
delays in excavation work, design review, engineering
prosess of shop drawings, material control field, concrete
pump damage.
