Abstract
Perkembangan Kota Surabaya mulai mengarah ke
Surabaya Timur, perkembangan yang terjadi semakin merambah
pemanfaatan lahan di kawasan lindung khususnya di Kelurahan
Wonorejo. Pada kelurahan ini alih fungsi yang terjadi yaitu
berupa mangrove menjadi pertambakan dan pertambakan menjadi
permukiman. Oleh karena itu, diperlukannya suatu upaya untuk
mengetahui pengendalian konversi lahan di kawasan lindung
Kelurahan Wonorejo.
Penelitian ini bertujuan untuk merumuskan arahan
pengendalian konversi lahan di kawasan lindung Kelurahan
Wonorejo. Untuk mencapai tujuan tersebut terdapat beberapa
sasaran yang akan dicapai yaitu: 1) menganalisis tingkat deviasi
konversi lahan di kawasan lindung Kelurahan Wonorejo dengan
menggunakan analisis overlay; 2) menganalisis faktor penyebab
konversi lahan di kawasan lindung Kelurahan Wonorejo dengan
menggunakan analisis delphi; 3) merumuskan arahan
pengendalian konversi lahan di kawasan lindung Kelurahan
Wonorejo dengan menggunakan analisis deskriptif kualitatif
melalui metode triangulasi.
Hasil penelitian ini pada tahapan awal didapatkan bahwa
konversi lahan yang terjadi di kawasan lindung berupa lahan
mangrove, tambak, dan permukiman. Melalui analisis overlay
diketahui tingkat deviasi konversi lahan pada tahun 2004-2014
termasuk pada tingkat deviasi cepat dengan mengalami penurunan
luas lahan. Selanjutnya, melalui analisis delphi diketahui terdapat
11 faktor penyebab konversi lahan di kawasan lindung Kelurahan

Wonorejo. Berdasarkan hasil analisis tingkat deviasi konversi
lahan dan faktor penyebab konversi lahan, maka dapat
dirumuskan arahan pengendalian konversi lahan di kawasan
lindung Kelurahan Wonorejo, antara lain yaitu pemberian
insentif-disinsentif dan pembuatan buffer zone di sekitar kawasan
lindung untuk membatasi pemanfaatan lahan secara fisik.

Surabaya city growth is heading towards the East side, its
developments increasingly penetrated land use in conservation
area, particularly in Wonorejo. In this village, functional shift
occurs in the form of mangrove becomes an aquaculture and an
aquaculture into habitations. Therefore, efforts to learn about
controlling the land conversion in conservation area of Wonorejo
village are needed.
This study aims to formulate directives on controlling land
conversion in conservation area of Wonorejo village. Thus, in
order to reach the goals, there are several objectives that needs to
be achieved, and those are: 1) Analyze the deviation level of land
conversion in the conservation area of Wonorejo village using
Overlay analysis; 2) Analyze the factors which caused land
conversion in the conservation area of Wonorejo village using
Delphi analysis; 3) Formularize directions on controlling the land
conversion in conservation area of Wonorejo village using
Descriptive and Qualitative analysis through Triangulation
method.
Early results of this study showed that land conversion
which occurred in the conservation area of Wonorejo village are
mangrove, fishpond, and habitations. In addition, Overlay analysis
indicates that deviation level of land conversion in the year 2004-
2014 includes to be a rapid deviation level by going through a
decrease of area. Furthermore, Delphi analysis proved that there
are 11 factors causing land conversion in conservation area of
Wonorejo village. In conclusion, based on the analysis results from

deviation level and caused factors of land conversion, directives on
controlling land conversion in conservation area of Wonorejo
village can be formalized into presenting incentives-disincentives
and establishing buffer zones around conservation area to limit the
land use physically.
