Abstract

Development of high-rise residential throughout the world is becoming popular day by day. One of the major challenges developers have in this process is to balance the budget and project cost performance. Most of the scholars agree that the construction industry in any country is complex, because it involves a broad range of stakeholders and has wide-ranging linkages with other areas, either internal or external. Most of these factors are unknown at project level, which creates difficulty for project managers to assign a favorable contingency cost, and many of them do not know the organization’s revenue. Therefore, study came to establish factors influencing high-rise residential cost development in Surabaya through macro indicators based on the local developer’s perspective. The study sought to understand these factors in an effort to shed more light on how cost drivers affect project cost performance. The research was conducted in two stages: exploratory study and confirmatory. Cost drivers’ variable were collected from literatures and fully acknowledged by the local developers (Surabaya). From the study findings, the rate of high-rise residential development will increase with a rise of the demand supply (PMCIF) within a favorable construction costs (PCCF) and in other hand decrease if investor confidence (SEF), global and national business sentiment (NGD), tech innovation (PCF), contractor’s liability (PSIF) and building and code and compliance (SRF) on the condition of efficiency fall. Besides that, it presents property market and construction industry as the significant driver of project cost performance in Surabaya, where the least one was Statuary Regulation Factor. In other hand, the most the factor with highest impact was project stakeholder factor and the least one was socio economic factors. The study recommends that further research should be done on the effectiveness of the cost drivers’ category in high-rise residential development in Surabaya, and assessing the 3% factors that were not included in our model.

Demolisi perlu menjadi perhatian khusus karena proses perencanaannya kompleks dan memiliki risiko tinggi. Dalam pengambilan keputusan, praktisi dihadapkan dengan berbagai kondisi yang memengaruhi pemilihan metode demolisi. Penelitian ini bertujuan untuk mengembangkan model pemilihan metode demolisi bangunan yang optimal sesuai karakteristik bangunan. Identifikasi kriteria dilakukan melalui literature review dan wawancara dengan praktisi yang pernah melakukan demolisi di Indonesia. Lima kriteria yang digunakan dalam penelitian ini adalah karakteristik struktur, kondisi lapangan, biaya, pengalaman sebelumnya, dan waktu. Selanjutnya, dilakukan pengambilan keputusan metode demolisi yang optimum menggunakan Multiclass dan Multilabel Classification. Untuk validasi model, 5 bangunan gedung bertingkat di Indonesia yang pernah didemolisi dijadikan sebagai implementasi model. Hasil simulasi menunjukkan bahwa model yang diusulkan mampu melakukan pengambilan keputusan pemilihan metode demolisi dengan ketepatan 87%. Selain mampu memberikan keputusan metode demolisi yang paling optimum, model ini juga dapat memberikan gambaran mengenai dampak yang mungkin terjadi dari metode demolisi yang dipilih.
