Abstract

Pemerintah Republik Indonesia telah mengeluarkan peraturan
baru di tahun 2014 mengenai sistem informasi kesehatan yang
harus digunakan oleh seluruh rumah sakit. Peraturan ini
bertujuan agar sistem informasi kesehatan dapat membantu
pelayanan kesehatan secara maksimal di rumah sakit. Namun
teknologi yang diterapkan perlu dievaluasi. Pada penelitian
sebelumnya kerangka kerja evaluasi yang pernah
dikembangkan adalah Human, Organization, and Technology-
Fit (HOT-Fit). Kerangka kerja evaluasi HOT-Fit ini
melakukan evaluasi dengan melihat ketiga segi yaitu segi
manusia sebagai pengguna sistem, segi organisasi sebagai
lembaga yang menerapkan sistem, serta segi teknologi berupa
sistem yang diimplementasikan. Untuk mengetahui kesesuaian
kerangka kerja HOT-Fit terhadap evaluasi sistem informasi
kesehatan, maka perlu dilakukan implementasi kerangka kerja
HOT-Fit terhadap studi kasus sistem informasi RME di
Rumah Sakit Kristen Mojowarno, Jombang.
Implementasi kerangka kerja HOT-Fit dilakukan dengan
melakukan pengambilan data melalui kuesioner, lalu
melakukan perhitungan data untuk dapat mengetahui
hubungan antardimensi pada kerangka kerja. Setelah
melakukan perhitungan data menggunakan metode Generalized Structured Component Analysis (GSCA) dengan
alat berbasis website yaitu GeSCA, maka dapat diketahui
faktor-faktor apa saja yang mendukung maupun kurang
mendukung manfaat dari sistem informasi RME. Berdasarkan
hasil penelitian tersebut maka diberikan rekomendasi kepada
rumah sakit
Hasil dari penelitian ini adalah (1) hanya faktor environment
dari segi organization saja yang berpengaruh positif
signifikan terhadap net benefits, (2) faktor information quality
dan service quality dari segi technology berpengaruh positif
signifikan terhadap user satisfaction dari segi human, serta
(3) faktor-faktor pada segi organization, yaitu structure dan
environment, saling memberikan pengaruh.

In 2014 the Indonesia’s government had released a regulation
about health information system that should be used by the
hospitals. This regulation aims helping to maximize the health
service in a hospital. But the implemented technology must be
evaluated. In the former research, the evaluation framework
that has ever developed is Human, Organization, and
Technology-Fit (HOT-Fit). This evaluaion framework is
evaluating by looking at three aspects namely human who use
the system, organization as the institution that implement the
system, and technology as the implemented system. To
determine the suitability of HOT-Fit for evaluate the health
information system, so it is needed to implement HOT-Fit
evaluation framework on Electronic Medical Record (EMR)
system in Rumah Sakit Kristen Mojowarno, Jombang.
Implementation of HOT-Fit framework is done by collecting
data using questionaire, then calculating the data to get the
relationship between dimensions on that framework. After
calculate the data using Generalized Structured Component
Analysis (GSCA) method and a tool called GeSCA, it will be
known what factors that support and not support the EMR
system. Based on that result, it will be known what
recommendation should be given to the hospital.
This research proves that (1) only environment factor from
organization aspect has positive and significant influence
through net benefits, (2) information quality and service
quality from technology aspect has positive and significant
influence through user satisfaction of human aspect, and (3)
the factors of organization aspect (structure and environment)
gives positive and significant influence. The factors of
technology aspect has no influence through structure
(organization aspect).
