Abstract
Pemerintah Kota Surabaya saat ini sedang melakuakan sebuah perbaikan terhadap aplikasi E-Performance. Aplikasi E-Performance merupakan salah satu dari banyaknya aplikasi E-Government yang diterapkan oleh Pemerintah Kota Surabaya. Dalam melakukan perbaikan aplikasi ini, Pemkot membutuhkan kondisi terkini terkait dari aplikasi, seperti kemudahan dari pengguna mengoperasikan, adanya error, dan adanya redundan fitur dengan aplikasi yang lain. Sehingga dibutuhkan sebuah input untuk menjadi acuan dan rekomendasi perbaikan dari aplikasi bagi pengembang. Penelitian ini bertujuan untuk menjawab akan kebutuhan input untuk pengembangan aplikasi, sehingga evaluasi usability. Framework usability evaluation yang digunakan yaitu berdasarkan Nielsen Model dan metode Heuristic Evaluation, dengan faktor usability dari metode tersebut sebagai tolak ukur dalam pengukurannya, kemudian menghasilkan uji hipotesis apakah setiap faktor berpengaruh positif ataukah tidak terhadap usability dari aplikasi E-Performance kemudian menadapat rekomendasi perbaikan yang disarankan oleh Expert UI lewat metode Heuristic Evaluation. Dengan melaksanakan evaluasi usability, hasil yang diharapkan adalah 1) Dapat mengetahui hasil evaluasi usability pada aplikasi E-Performance Pemerintah Kota Surabaya oleh Nielsen Model dengan faktor learnability, efficiency, memorability, errors, dan user’s satisfaction dan juga Evaluasi Heuristik. 2) Dapat memberikan rekomendasi bagi pengembang aplikasi berdasarkan hasil evaluasi usability untuk bisa menjadi input dalam pengembangan aplikasi e-performance Pemerintah Kota Surabaya.

The Surabaya Government currently want to improve their application, that is E-Performance Application. E-Performance Application is one of the many applications that implement by Surabaya Government. For make an improvement to this application, Surabaya Government needs a current condition of application, such as the the ease of user to operate, the presence of errors, and each other. So, it will need an input about current condition of application, that will be a reference in developing application. These study maked for being an input of reference to develop programs. The evaluation usability framework used is based on the Nielsen Model and the Heuristic Evaluation method, with the usability factor of the method as a benchmark in its measurement, then produces a hypothesis. The expected results of these study are 1) Can get the results of the usability evaluation on the Surabaya Government's E-Performance application by the Nielsen Model, with the factors are learnability, efficiency, memorability, errors, and user’s satisfaction, and also Heuristic Evaluation. 2) Can provide recommendations for the application of usability development in order to be an input in the development of e-performance applications.
