Abstract
Ketimpangan kualitas mutu pendidikan masih terjadi di Indonesia, salah satunya Kota Surabaya dimana masih jelas adanya kesenjangan mutu pendidikan antara sekolah yang dianggap favorit dengan sekolah yang kurang diminati masyarakat. Salah satu upaya pemerintah untuk meratakan kualitas pendidikan di Indonesia yaitu dengan diterapkannya sistem zonasi terhadap proses Penerimaan Peserta Didik Baru (PPDB). Dalam praktiknya sistem zonasi menuai pro kontra di sejumlah daerah, salah satu masalah utama dari sistem zonasi yaitu sistem ini belum dapat mengakomodasi semua calon peserta didik baru, bahkan calon peserta didik yang tinggal di area blank spot (tidak terjangkau zona sekolah) kesulitan masuk sekolah negeri. Dengan demikian perlu dilakukan analisa spasial sehingga diperoleh peta persebaran sekolah untuk mengetahui sebaran sekolah yang ada di Kota Surabaya serta peta jangkauan untuk mengetahui area mana saja yang dapat dijangkau sekolah dalam radius yang ditentukan, dimana hal ini dapat dijadikan sebagai bahan evaluasi oleh pemerintah untuk menyempurnakan sistem zonasi yang ada. Berdasarkan peta sebaran dan peta jangkauan akan dilakukan analisa jumlah kuota PPDB untuk masing-masing SMA Negeri dan SMK Negeri terhadap perkiraan jumlah lulusan SMP penerima dana BOS tahun ajaran 2020/2021, sehingga dapat diketahui jumlah siswa yang dapat diakomondasi oleh masing-masing SMA Negeri dan SMK Negeri dalam radius yang ditentukan dan peluang diterima untuk masing-masing SMA Negeri dan SMK Negeri sesuai rentang jangkauan yang ditentukan. Hasil analisa menunjukkan presentase yang beragam untuk setiap SMA Negeri dan SMK Negeri sesuai radius dan cakupan yang telah ditentukan.=================================================

Education quality imbalance is still occurred in Indonesia, one of them is at Surabaya which clearly seen the inequality between schools that considered as a favorite schools and schools that less desirable by public. One of the government’s effort to equalize the education quality in Indonesia is the implementation of zoning system for the 2020/2021 new student admission process. In practice, this zoning system reap the pros and cons in some area, one of the main problems of zoning system is this system is not yet able to accommodate all of the new student candidates, even there are new student candidates that lives in the blank spot (unreachable by the school zone) have a difficulty registering to state schools. Thus spatial analysis needs to be done in order to obtain a school distribution map to know the distribution of the schools in Surabaya and to obtain the proximity map to know which areas that is still reachable by schools at the certain radius, which this can be made as an evaluation material by the government to perfect the existing zoning system. Based on the distribution and the proximity map, the analysis of the total quota of the new student admission for each state and state vocational high school to the estimated numbers of junior high school graduates as recipient of school operational assistance funds at 2020/2021 school year, so that the number of students that can be accommodate by each state and state vocational high school in the certain radius and the chance of accepted for the student for each state and state vocational high school which corresponds to the specified range. The result of the analysis shows various percentage for each state and state vocational high school corresponds to the specified radius and range.
