Abstract

Kehilangan air telah menjadi permasalahan umum bagi Perusahaan Daerah Air Minum (PDAM). Data Kementerian Pekerjaan Umum dan Perumahan Rakyat tahun 2007 menunjukkan bahwa kerugian finansial akibat kehilangan air dapat mencapai Rp 2,9 trilyun per tahun. PDAM Kota Malang adalah salah satu PDAM yang menjadi percontohan dalam pengendalian kehilangan air di Indonesia. Hal ini dikarenakan PDAM Kota Malang berhasil menurunkan nilai kehilangan air dari 38,8% (2009) menjadi 20,31% (2018). Tujuan dari penelitian ini adalah mengetahui nilai dan komponen kehilangan air serta menentukan strategi penurunan kehilangan air yang terbaik untuk diterapkan oleh PDAM Kota Malang. Untuk mengetahui nilai dan komponen kehilangan dilakukan penyusunan neraca air dengan WB-EasyCalc. Selanjutnya dilakukan penentuan strategi penurunan nilai kehilangan air. Dari penelitian ini diketahui nilai dan komponen kehilangan air pada sistem distribusi air minum PDAM Kota Malang pada bulan Juli 2019 sebesar 24,7% terdiri dari 18,7% kehilangan air fisik dan 6,0% kehilangan air non-fisik. Beberapa strategi terbaik yang dapat diterapkan untuk menurunkan nilai kehilangan air fisik tersebut adalah melakukan pengendalian kebocoran aktif, pengelolaan tekanan air, serta percepatan dan peningkatan kualitas perbaikan. Sedangkan strategi untuk menurunkan nilai kehilangan air non-fisik adalah melakukan perawatan dan pergantian meter air, mencegah penggunaan hidran pemadam kebakaran secara ilegal, melakukan pemeriksaan hasil pencatatan meter, serta menggunakan Automatic Meter Reading.

Water losses has become a common problem for drinking water enterprise (PDAM). Data from the Ministry of Public Works and Public Housing in 2007 showed that financial losses due to water losses could reach Rp 2.9 trillion per year. PDAM Kota Malang is the one of drinking water enterprises that has become a leader in controlling water losses in Indonesia. Due to the succession in reducing the value of water losses from 38.8% (2009) to 20.31% (2018). The purpose of this study were to determine the value and components of water losses and determine the better water losses reduction strategies that can be applied by PDAM Kota Malang. To find out the value and component of losses, water balance was made by using WB-EasyCalc followed by determining a strategy to reduce the value of water losses that can be applied by PDAM Kota Malang. From this study it was known that the value and component of water losses in the drinking water distribution system of PDAM Kota Malang in July 2019 is 24.7% which consists of 18.7% of real losses (physical losses) and 6.0% of apparent losses (commercial losses). Some strategies that could be applied by PDAM Kota Malang to reduce the value of real losses were controlling active leakage, managing water pressure, accelerating and improving the quality of repairs. Whereas the strategy to reduce the value of commercial losses were conducting the maintenance and replacement of error water meters, prevent the use of hydrants illegally, checking meters or record, and the application of Automatic Meter Reading.
