Abstract

Seiring pesatnya pembangunan dan perkembangan kota serta pertumbuan penduduk perkotaan berimplikasi pada peningkatan fasilitas pelayanan kota, salah satunya yang paing penting adalah pelayanan air minum. Untuk memenuhi kebutuhan air minum perkotaan merupakan tanggung jawab dari pemerintah daerah yang dilakukan oleh PDAM. Pada tahun 2014 tingkat pelayanan PDAM perkotaan di Jawa Timur mencapai 20-98% dari jumlah penduduk perkotaan, masih jauh dibawa tingkat pelayanan air minum perkotaan yang diharapkan pemerintah yaitu 80-100%. Sedangkan jika dilihat dari secara ekonomi, PDAM perkotaan di Jawa Timur selama ini belum mampu memberikan kontribusi terhadap pendapatan asli daerah, hal ini disebabkan PDAM dalam menjalankan usahanya selama ini belum mampu memerikan keuntungan. Penelitian ini bertujuan menganalisis faktor-faktor (secara teoritis) yang mempengaruhi tingkat konsumsi air minum PDAM Propinsi Jawa Timur, seperti berdasarkan jumlah penduduk, pemakaian air, jumlah pelanggan, cakupan pelayanan dan tarif air b PDAM di 9 Kota Propinsi Jawa Timur. Metode analisis yang digunakan dalam penelitian adalah deskriptif kualitatif dan kuantitatif Tingkat Konsumsi air minum PDAM di 9 Kota Jawa Timur dipengaruhi oleh 5 faktor utama yaitu (1) jumlah penduduk; (2) jumlah pelanggan; (3) cakupan pelayanan; (4) tarif air. Hasil uji korelasi diketahui bahwa jumlah penduduk, jumlah pelanggan memiliki hubungan yang signifikan terhadap tingkat konsumsi air. Sedangkan cakupan pelayanan dan tarif air memiliki hubungan yang kurang signifikan terhadap tingkat konsumsi air.

The quick development of the city and the rapid population growth influence on the increase of the urban facility services. The most important service is the supply water is the responsibility of the regional goverment wich is accommodated by PDAM (supply water providing service owned by the regional goverment). In 2014 the urban level of service taps in East Java reached 20-98% of the total urban population, still far brought urban water service levels expected of government is 80-100%. Meanwhile, if viewed from the economic, urban taps in East Java has not been able to contribute to local revenues, due to taps in the operations so far have not been able specifies the profits. The research are aims to analyze the factors (theoretically) that affect the level of water consumption taps East Java Province, as based on population, water consumption, number of subscribers, service coverage and the price of water taps at 9 East Java Province. The analytical method used in this research is descriptive qualitative and quantitative. The consumption level of PDAM in 9 Cities in East Java affected by five main factors: (1) total population; (2) the number of customers; (3) The service coverage; (4) the price of water. Correlation test results known that population and the number of subscribers have a significant relationship to the level of water consumption. While service coverage and price of the water have a significant relationship to the level of water consumption.
