Abstract

Sumber daya manusia merupakan faktor penting dalam perekonomian suatu negara, salah satu cara untuk memeroleh sumber daya manusia yang berkualitas adalah dengan penyelenggaraan sistem pendidikan yang berkualitas pula. Pendidikan termasuk dalam pertimbangan penting yang diupayakan pemerintah, terbukti dari besarnya anggaran yang diperuntukan untuk pendidikan. Program wajib belajar menjadi salah satu strategi dalam meningkatkan pemerataan pendidikan, hal ini sejalan dengan naiknya angka partisipasi sekolah, namun untuk masing-masing provinsi masih memiliki selisih angka partisipasi yang cukup jauh, hal ini mengindikasikan masih kurangnya pemerataan akses. Oleh karena itu, mengevaluasi efisiensi penyelenggaraan pendidikan di Indonesia diperlukan untuk dapat mengetahui kondisi kinerja sektor pendidikan. Tujuan penelitian ini dapat diselesaikan menggunakan metode Data Envelopment Analysis (DEA). Penelitian ini akan mengukur setiap jenjang pendidikan mulai sekolah dasar, sekolah menengah pertama, sekolah menengah atas maupun kejuruan pada 34 provinsi selama tiga tahun ajaran. Hasil penelitian menunjukkan bahwa provinsi yang mencapai cost efficiency dalam periode tiga tahun ajaran di sekolah dasar ada 5 provinsi, sekolah menengah pertama 4 provinsi, sekolah menengah atas 3 provinsi dan sekolah menengah kejuruan hanya 2 provinsi. Provinsi yang yang mencapai nilai technical efficiency dalam periode 3 tahun di sekolah dasar ada 9 provinsi, sekolah menengah pertama 8 provinsi, sekolah menengah atas 4 provinsi dan sekolah menengah kejuruan hanya 3 provinsi. Yang terakhir untuk provinsi yang mencapai overall efficiency ada 12 provinsi di sekolah dasar dan sekolah menengah pertama dan 8 provinsi di sekolah menengah atas dan sekolah menengah kejuruan. Selain itu, diperoleh juga referensi dan perbaikan untuk provinsi yang belum efisien. Selanjutnya, variabel input dan output yang paling memengaruhi nilai efisiensi sektor pendidikan adalah rasio guru/siswa sebagai variabel input dan angka melanjutkan sebagai variabel output. Analisis skala efisiensi juga menunjukkan bahwa sebagian besar provinsi beroperasi dalam skala decreasing return to scale.

Human resources are an important factor in a country's economy, one way to obtain human resources quality is by implementing the quality of education system as well. Education is included in important considerations sought by the government, as evidenced by the size of the budget allocated for education. The compulsory education program is one of the strategies in increasing educational equality, this is in line with the increasing of school participation rates, but each province still has a significant difference in participation rates, this indicates the lack of equal access. Therefore, evaluating the efficiency of the education implementation in Indonesia is needed to be able to know the condition of the performance of the education sector. The purpose of this study can be completed using the Data Envelopment Analysis (DEA) method. This research will measure every level of education starting elementary school, junior high school, senior and vocational high school in 34 provinces for three school years period. The results shows that provinces that achieved cost efficiency in three school years period in elementary school were 5 provinces, junior high school were 4 provinces, senior high school were 3 provinces and vocational high school were only 2 provinces. Provinces that achieved the value of technical efficiency in a 3-year period in elementary school were 9 provinces, junior high school were 8 provinces, senior high school were 4 provinces and vocational high school were only 3 provinces. Finally, for provinces that achieved overall efficiency were 12 provinces in elementary school and junior high school and 8 provinces in senior high school and vocational high school. In addition, there were also references and improvements for provinces that were not yet efficient. Furthermore, the input and output variables that most influence the efficiency value of the performance education sector are the teacher/students ratio as input variables and pursuing rate as output variables. Scale efficiency analysis also shows that most provinces operate on a decreasing return to scale.
