Abstract

Pelabuhan Gresik merupakan pelabuhan dengan lokasi yang sangat strategis di antara wilayah Kawasan industri Gresik, Produktivitas dapat di capai dengan penerapan cara kerja yang lebih baik, terorganisir, efektif, efisien sehingga menciptakan sesuatu hal yang lebih baik. maka produktivitas bongkar muat menjadi target pelayanan terhadap kepuasan stake holder, bagaimana mengetahui faktor-faktor yang mempengaruhi dan cara meningkatkan produktivitas bongkar muat di pelabuhan gresik. Integrasi metode descriptive analysis, analysis performance analysis, quality function deployment adalah metode yang digunakan untuk peningkatan produktivitas bongkar muat barang di pelabuhan gresik. Dengan metode descriptive analysis dapat diketahui tingkat EF : BT yang masih belum tercapai sedang produktivitas bongkar muat berdasar standart Direktur Jenderal Perhubungan Laut sudah tercapai. Metode importance performance analysis digunakan untuk mengetahui persepsi dari pengguna jasa yang harus diperbaiki yakni kecepatan dalam melakukan proses bongkar muat, ketersediaan fasilitas dan peralatan pelabuhan, kesiapan armada EMKL, keadaan dan fasilitas lapangan penumpukan, competency petugas bongkar muat, kecepatan penyelesaian complain, system penerangan di pelabuhan. Metode quality function deployment di gunakan untuk mengetahui prioritas penanganan peningkatan produktivitas bongkar-muat di Pelabuhan Umum Gresik. Dengan mengintegrasi hasil analisis IPA pada kuadrant I diagram kartesius dengan diagram HOQ metode QFD diperoleh prioritas langkah yaitu memperluas lapangan penumpukan, penambahan penerangan, penataan zona lapangan penumpukan, menambah armada truk bila crowded, pengguna jasa mengkoordinasikan terlebih dahulu dengan pihak otoritas pelabuhan saat closing time kapal, pelatihan penggunaan tab pada petugas bongkar muat, pelatihan operator crane pada tiap grup tenaga kerja bongkar muat, penambahan forklif saat bongkar kayu log, barang loosing agar berkoordinasi pihak lalu lintas jalan, barang yang muat dari pabrik agar ditumpuk dahulu di lapangan penumpukan atau gudang pelabuhan.

Methods importance performance analysis is used to determine the perception of the services to be improved the speed in the process of loading and unloading, the availability of facilities and port equipment, fleet readiness ocean going ship expeditions, circumstances and facilities yard, competency officers loading and unloading, the speed of completing complain, system lighting port. Methods of quality function deployment used to determine priority in handling an increase in productivity of loading and unloading at the Port General Gresik with the conclusion expand container yard, additional lighting, zoning yard, adding a fleet of trucks when crowded, service users coordinate first with the port authorities the time of closing time boat, tan in officer training in the use of loading and unloading, crane operator training for the group of labor unloading, adding forklift when unloading logs, goods are loosing to coordinate the road traffic, goods to be stacked first in the yard or port warehouses.
