Abstract
Indonesia sebagai negara dengan risiko bencana alam tertinggi di dunia telah mengalami lebih dari 1.300 kejadian bencana dalam 10 tahun terakhir. Tren juga menunjukan peningkatan pada jumlah kejadian bencana di Indonesia mulai dari gempa bumi, tsunami, letusan gunung berapi, banjir, tanah longsor, kekeringan, dan kebakaran hutan. Oleh karena itu, manajemen bencana yang efektif menjadi krusial karena pengiriman bantuan pada saat bencana harus dapat memenuhi kebutuhan korban walaupun menghadapi banyaknya ketidakpastian seperti jumlah korban yang terus berubah dan keadaan di lokasi bencana yang tidak menentu. Berdasarkan permasalahan yang ada, sebuah sistem logistik untuk mendistribusikan kebutuhan dari korban bencana yang belum terpenuhi dengan memperhatikan ketepatan informasi-komunikasi, serta jalur dan sistem distribusi perlu dirancang. Perancangan sistem distribusi dapat dilakukan dengan menyusun model simulasi dari kejadian bencana yang pernah terjadi di Indonesia, salah satunya gempa di Lombok pada tahun 2018 yang menelan korban sebanyak 564 jiwa. Model simulasi yang telah dibuat memiliki hasil berupa jumlah korban pada masing masing kabupaten yaitu: 104.284 korban di Lombok Timur, 178,356 korban di Lombok Utara, 14.169 korban di Lombok Tengah, 117.527 korban di Lombok Barat, dan 19.055 korban di Mataram. Jumlah korban yang tidak mendapatkan bantuan sebesar 31,2% dari keseluruhan populasi korban, hal ini disebabkan karena terjadi penundaan informasi seputar jumlah korban selama satu hari dan adanya pengurangan kecepatan truk sebesar 25% akibat kerusakan jalan, serta pengurangan kecepatan bongkar muat truk pada malam hari sebesar 40% karena padamnya listrik.

Indonesia, country with the highest risk of natural disasters in the world has experienced more than 1,300 disaster events in the last 10 years. Trend also shows an increasing number of disasters in Indonesia ranging from earthquakes, tsunamis, volcanic eruptions, floods, landslides, droughts and wildfires. Therefore, effective disaster management is crucial because the delivery of humanitarian logistic during a disaster must be able to meet the needs of the victims despite facing many uncertainties such as the number of victims that is constantly changing and the uncertainty of the conditions at the disaster location. Based on the existing problems, a logistics system for distributing the needs for disaster victims are not yet been met by taking into account the accuracy of informationcommunication, and distribution channels and systems need to be designed. The design of the distribution system can be carried out by compiling a simulation model of disaster events that have occurred in Indonesia, one of which was the earthquake in Lombok in 2018 that killed 564 people. The simulation model that has been made has the results of the number of victims in each district, those are: 104,284 victims in East Lombok, 178,356 victims in North Lombok, 14,169 victims in Central Lombok, 117,527 victims in West Lombok, and 19,055 victims in Mataram. The number of victims who did not receive the humanitarian logistic are amounted to 31.2% of the total population of victims, this was due to delayed information about the number of victims for the first day and the reduction in truck speed by 25% due to the damaged road, as well as a reduction in the speed of loading and unloading trucks at night by 40% due to power outages.
