Abstract
Pajak adalah iuran rakyat kepada kas negara berdasarkan undang-undang
sehingga dapat dipaksakan dengan tidak mendapat balas jasa secara langsung.
Pajak yang berlaku di Indonesia dapat dibedakan menjadi pajak pusat dan pajak
daerah. Pajak kendaraan merupakan salah satu dari pajak daerah dan masih
banyak pada kelurahan-kelurahan tertentu belum melunasi pajak kendaraan yang
dimiliki. Data yang digunakan yaitu Kelurahan yang berada di Kota Surabaya
Barat dengan variabel x yaitu jumlah objek plat hitam, jumlah objek plat
kuning, jumlah objek plat merah dan besar tunggakan pajak. Berdasarkan
permasalahan tersebut pada penelitian ini akan dilakukan analisis Cluster Ward,
Pseudo F dan analisis Cluster K-Means pada data tunggakan pajak pada bulan
Maret tahun 2015 di Kota Surabaya Barat. Analisis Cluster dibedakan menjadi 2
yaitu Cluster hierarki dan nonhierarki. Metode tersebut digunakan untuk
mengetahui pengelompokan kelurahan-kelurahan yang masih menunggak pajak
dengan cara mendapatkan kelompok yang terbentuk berbeda. Cluster Ward
merupakan metode yang tidak mengetahui kelompok yang terbentuk
sebelumnya sedangkan Cluster K-Means sudah mengetahui jumlah kelompok
yang terbentuk. Pada penelitian ini didapatkan mayoritas warga Kelurahan di
Surabaya Barat bulan Maret tahun 2015 yang paling banyak dalam menunggak
pajak dengan jenis plat hitam yaitu Kelurahan Putat Jaya sedangkan untuk jenis
plat kuning yaitu Kelurahan Sawahan dan Kelurahan yang paling banyak
menunggak dengan jenis plat merah yaitu Krembangan Selatan. Hasil analisis
Cluster Ward terbentuk 2 kelompok yaitu tunggakan tinggi dan rendah jika
dilihat dari nilai rata-rata kelompok kedua yang memiliki tunggakan tertinggi.
Hasil analisis Cluster K-Means yaitu pada kelompok pertama terdapat 44
kelurahan yang menunggak pajak sedangkan untuk kelompok kedua terdapat 13
kelurahan.

kelurahan still tax arrears however, a way to get the group formed differently.
Cluster Ward is a method that does not know the group previously formed while
the K-Means Cluster already know the number of groups formed. In this study,
the majority of urban village in West Surabaya in March 2015 were the most in
tax arrears to the type of black plate, namely the Village Putat Jaya while the
plate type yellow namely Village Sawahan and Sub most arrears with the kind of
red plate that is Krembangan South. Ward Cluster analysis results formed two
groups: high and low arrears when viewed from the average value of the second
group which has the highest arrears. The results of the K-Means Cluster
analysis is the first group there were 44 villages which delinquent taxes while
for the second group, there were 13 villages
