Abstract

Tingkat kehilangan air atau Non Revenue Water (NRW) di Kota Surabaya yang sebesar 115.124.954 m3 menyebabkan PDAM Surabaya kehilangan potensi pendapatan usaha PDAM Surabaya. Hal tersebut turut berpengaruh terhadap kapasitas produksi air bersih PDAM dalam pemenuhan air bersih di Kota Surabaya. Tingkat NRW yang tinggi menandakan terdapat permasalahan pada Urban Water Management (UWM) dalam pemenuhan air bersih di Kota Surabaya dan peningkatan pendapatan usaha PDAM. Aspek yang ditinjau pada penelitian ini adalah ketersediaan air baku, produksi dan distribusi air bersih, laba pendapatan PDAM, coverage, dan energi. Melihat permasalahan yang kompleks, dari sisi variabilitas dan interdependensi pada penelitian ini metode yang sesuai adalah system dynamic, dilanjutkan simulasi pengembangan alternatif kebijakan terhadap penurunan NRW dalam rangka pemenuhan air bersih di Kota Surabaya dan peningkatan pendapatan usaha PDAM. Hasil pada penelitian ini dilihat berdasarkan aspek yang ditinjau. Pada aspek produksi dan distribusi ditinjau kapasitas produksi dan NRW yang rendah. Pada aspek energi ditandai dengan tingkat penggunaan energi yang efisien. Pada aspek laba penjualan ditandai dengan laba usaha. Berdasarkan hasil simulasi, diperoleh skenario terbaik yaitu perbaikan dan rehabilitasi pipa sepanjang 42 Km, dengan nilai investasi Rp 184.800.000.000,00 mampu meningkatkan Rp 12.184.121.847,00 dari laba pendapatan awal. Sedangkan dari segi kuantitas, jumlah air berekening meningkat 315.753.585,05 m3 dan menekan NRW hingga 44.043.369,19 m3. Dengan menerapkan skenario terpilih diharapkan PDAM Surabaya dapat memenuhi kebutuhan air bersih di Kota Surabaya serta mampu meningkatkan pendapatan usaha.

The level of water loss or Non-Revenue Water (NRW) in the city of Surabaya which amounted to 115,124,954 m3 caused PDAM Surabaya to lose the potential revenue of PDAM Surabaya. This also affects the capacity of PDAMs clean water production in meeting the clean water demand in Surabaya. The high NRW level indicates that there is a problem with Urban Water Management (UWM) in the fulfillment of clean water in Surabaya and an increase in PDAM business revenues. The aspects reviewed in this research are the availability of raw water, clean water production and distribution, income from PDAM revenues, coverage, and energy. Seeing the complex problems, in terms of variability and interdependence in this study, an appropriate method is a system dynamic, followed by a simulation of developing alternative policies to reduce NRW in the context of fulfilling clean water in Surabaya and increasing PDAM business revenues. The results
of this research are seen based on the aspects reviewed. In the aspect of production and distribution, the production capacity and NRW are considered low. The energy aspect is marked by the level of efficient energy use. In the aspect of sales profit is characterized by operating income. Based on the simulation results, the best scenario was obtained, namely the repair and rehabilitation of the 42 Km pipeline, with an investment value of Rp 184.800.000.000 able to increase Rp 12.184.121.847 from the initial income. While in terms of quantity, the amount of billed water increased by 315.753.585 m3 and suppressed NRW to 44.043.369 m3. By applying the selected scenario, it is expected that PDAM
Surabaya can meet the needs of clean water in Surabaya and be able to increase business revenues.
