Abstract
Pada tahun 2006 dimana teknologi 3G mulai diperkenalkan
hingga saat ini tahun 2016 sudah diterapkan teknologi 4G bahkan sudah
berkembang berita terkait teknologi 5G. Daya beli konsumen yang terus
meningkat serta keinginan akan teknologi yang dapat mempermudah
konsumen dalam beraktifitas merupakan alasan utama dari
perkembangan tersebut.
Agar dapat menjaga kualitas jaringan seluler tetap dalam kondisi
baik, diperlukan pemeliharaan dan pengawasan yang berkelanjutan.
Operator telekomunikasi seluler masih mengandalkan drive test untuk
mengetahui kondisi sinyal suatu area. Sedangkan untuk melakukan
perencanaan operator seluler hanya mengandalakan aspek-aspek seperti :
loss, kondisi area dan kuat sinyal yang ada, dengan cara tersebut
membutuhkan waktu yang cukup lama dan sumber daya yang cukup
banyak untuk dapat melakukan suatu perencanaan jaringan seluler. Pada
tugas akhir ini akan dilakukan pengukuran sinyal seluler untuk teknologi
3G pada area dense urban, urban dan sub urban. Selain itu akan
dilakukan pemodelan kualitas sinyal dan perhitungan link budget,
pemodelan yang akan digunakan adalah pemodelan ARIMA.
Kualitas sinyal seluler di Kota Surabaya untuk area dense urban,
urban dan sub urban memiliki nilai RSL antara -50dBm sampai -80dBm.
Disisi lain berdasarkan parameter-parameter uji model, maka model yang
digunakan untuk meramalkan kualitas sinyal seluler disemua area adalah
model ARIMA (2,0,1) dengan ketepatan peramalan diatas 90%.

In 2006, 3G tech was first introduced to public. It become new
technology that has been used by a lot of people because this technology
gives them fast access and better quality. Up until 2016, it has developed
further. A lot of new technolocy based on 3G occur, from 4G until the
latest technology called 5G. People’s enthusiasm on technology that can
make life easier and some economic factor are the main reason why this
technology can develope more.
Continous maintain and surveilance are needed to keep cellular
network quality good. A lot of nework operator and service provider still
use drive test to measure signal quality on certain area. As for network
planning, they use some paramater such as signal loss, signal power, and
topography. That way of planning sure take alot of time and resources.
In this final project, writer do cellular signal measuring on 3G
technology in dense urban, urban, and sub urban area. The writer also
do some link budget calculating and signal quality modelling. In this
modelling, writer use ARIMA method as a way.
Cellular signal quality on Surabaya for dense urban, urban, and
sub urban area have RSL value beetwen -50 dBm and -80 dBm. And
based on parameters in the modelling test, writer choose ARIMA (2,0,1)
as a way to predict and calculate cellular signal quality in those area.
This ARIMA (2,0,1) has accuracy above 90%.
