Abstract
Ketika terjadi insiden keamanan pangan atau muncul isu terkait kualitas pangan, industri pangan bertanggungjawab untuk melakukan penarikan pangan (food recall) sebagai bentuk perlindungan pada pelanggannya. Namun, seringkali yang terjadi pasca-recall adalah memburuknya kondisi finansial industri pangan tersebut—diakibatkan beban biaya recall yang tinggi. Banyak industri pangan yang sampai mengalami kebangkrutan setelah melakukan recall. Sistem ketertelusuran dianggap sebagai solusi yang dapat mengurangi dampak negatif tersebut. Meskipun penelitian di area ini berkembang dengan begitu pesatnya, belum ditemukan penelitian-penelitian sebelumnya yang membahas model perencanaan pengembangan sistem ketertelusuran bagi industri komoditas pangan cair curah. Model perencanaan sistem ketertelusuran yang mempertimbangkan aspek biaya-manfaat dan aspek teknis diperlukan agar dapat mengembangkan sistem ketertelusuran yang sesuai bagi industri komoditas pangan cair curah. Model perencanaan pengembangan sistem ketertelusuran menunjukkan bahwa pengembangan sistem ketertelusuran yang paling feasible bagi industri komoditas pangan cair curah adalah peningkatan sistem informasi ketertelusuran. Selanjutnya, prototipe sistem informasi ketertelusuran digital dibangun sebagai hasil model perencanaan pengembangan sistem ketertelusuran. Penelitian terdahulu telah mengungkap bahwa peran sistem ketertelusuran saja tidak cukup ketika terjadi recall. Oleh karena itu, perlu dikembangkan model operasional untuk meningkatkan efektivitas dan efisiensi recall. Model operasional dibangun menggunakan faktor, variabel, dan parameter dari sistem informasi ketertelusuran digital. Model operasional yang dibangun adalah model matematis pengambilan keputusan follow-up-action yang melibatkan lima alternatif keputusan: disposed, redirected for other use, downgraded, dan reprocessed. Ada dua skema yang dikembangkan: Specified Recall dan Generic Recall. Skema Specified Recall adalah keputusan follow-up action dilakukan untuk setiap pelanggan. Sedangkan, Skema Generic Recall akan membawa kembali semua produk ke pabrik sebelum pengambilan keputusan dilakukan. Percobaan numerik menunjukkan biaya recall dari Skema Generic Recall lebih rendah daripada Specified Recall. Namun, pada kasus nyata, terjadi sebaliknya, biaya recall yang diakibatkan penerapan Specified Recall lebih rendah daripada Generic Recall. Hasil tersebut menunjukkan bahwa Specified Recall lebih baik daripada Generic Recall pada kondisi biaya transpotasi yang tinggi. Struktur biaya transportasi tinggi terjadi jika ada ekspor.

A food industry is responsible to conduct a food recall when there is a food safety issue or a food quality issue as a form of customer protection. However, after the recall, the food industry will suffer financial problems resulting from uncontrolled recall costs. Many food industries were bankrupt after conducting recalls. The traceability system is proposed as a solution to improve the recall process in reducing the negative impact. Even though this research area has grown rapidly, previous studies still leave a research gap for the traceability system planning model for the food commodity industry with the bulk-liquid product. Traceability system planning models that consider the cost-benefit aspects and the technical aspects are needed to develop a traceability system that is suitable for the bulk-liquid food commodity industry. The models show that a traceability information system is the most feasible traceability system improvement for the bulk-liquid food commodity industry. Then, a prototype of the digital traceability information system is developed as the output of the traceability system planning models. The previous studies also revealed that only a traceability system is not sufficient when there is a recall. Therefore, an operational model is built based on the factors, the variables, and the parameters from the digital traceability information system to ensure the effectiveness and the efficiency of the recall process. The operational model is a mathematical model to decide the follow-up action for the recalled food product. The alternatives of the follow-up action are disposed, redirected for other use, downgraded, and reprocessed. Two schemes are generated: Specified Recall and Generic Recall. Specified Recall is to decide a follow-up action for each customer. Generic Recall is to bring back all products to the factory before the follow-up decision made. The numerical test shows that the recall cost of the Generic Recall is lower than that of the Specified Recall. However, in the real case, the recall cost of the Specified Recall is lower than that of the Generic Recall. This finding shows that the Specified Recall is better than the Generic Recall if the transportation cost is high. The high transportation cost structure happens if there are export sales.
