Abstract
Saat ini Pemerintah Kota Surabaya terus berupaya mengembangakan kualiatas pelayanan publiknya melalui penerapan sistem e-government dengan mengembangkan aplikasi e-lampid, e-health dan ssw. Namun pengembangan aplikasi tersebut belum tentu sesuai dengan seluruh masyarakat Surabaya. Hal ini dikarenakan tidak semua masyarakat mengikuti perkembangan teknologi egovernment yang ada. Di sisi lain, keberhasilan suatu inovasi (dalam hal ini egovernment) tidak hanya diukur dari seberapa canggih inovasi tersebut melainkan bagaimana inovasi tersebut dapat diterima oleh masyarakat. Oleh karena itu, agar upaya yang dilakukan Pemerintah Kota Surabaya dalam mengembangkan e-government berhasil, pemerintah perlu memperhatikan keselarasan antara teknologi dan masyarakat agar tidak terjadi gap yang berujung pada penolakan penggunaan layanan publik berbasis e-government. Penelitian ini bertujuan untuk mengetahui strategi pengembangan layanan publik yang lebih dipilih oleh masyarakat Surabaya, apakah sistem egovernment yang mengarahkan masyarakat kepada layanan yang sepenuhnya dapat diakses melalui internet (online) sistem tradisional yang mengharuskan masyarakat datang ke kantor (office) untuk berinteraksi dengan petugas secara langsung dalam mendapatkan layanan publik. Sehingga, dengan penelitian ini diharapkan dapat membantu pemerintah dalam memberikan hasil evaluasi di lapangan terkait strategi pengembangan e-government yang sudah dilakukan agar nantinya tujuan pengembangan dan implementasi e-government di Surabaya berhasil

Today, Surabaya government continues to develop the public service quality through the implementation of e-government system by developing elampid applications, e-health and SSW. But the development of such applications do not necessarily correspond with the entire community of Surabaya. This is because not all people follow the development of egovernment technologies that exist. On the other hand, the success of an innovation (in this case the e-government) is not only measured by how sophisticated these innovations but rather how these innovations can be accepted by society. Therefore, in order to attempt to do the Surabaya City Government in developing successful e-government, the government needs to pay attention to the harmony between technology and society in order to avoid a gap that led to the denial of public services-based e-government. This study aims to determine the development strategy of public services chosen by the people of Surabaya, whether e-government system that directs people to services that are fully accessible via the internet (online) traditional system that requires people to come to the office to interact with officers directly in getting public services. Thus, the research is expected to help the government in providing the results of the evaluation in the field related to e-government development strategy that has been done so that later the purpose of development and implementation of e-government in Surabaya succeed
