Abstract
Studi ini dilatarbelakangi kemacetan yang diakibatkan
kegiatan parkir kendaraan pada badan jalan di kawasan
pertokoan di Jalan Dhoho. Di ruas jalan ini terjadi pengurangan
lebar jalur lalu lintas efektif akibat aktifitas parkir pada badan
jalan (on-street parking), sehingga kelancaran arus lalu lintas
terganggu. Parkir di Jalan Dhoho akan dialihkan ke off-street
parking. Pengalihan lokasi parkir ini perlu ditinjau efektifitasnya,
baik dari segi kelancaran lalu lintas di Jalan Dhoho maupun
penggunaan parkir di lokasi yang baru. Salah satu infrastruktur
untuk menunjang pengalihan parkir menjadi off-street parking
adalah fasilitas pejalan kaki yang representatif untuk mendorong
masyarakat menggunakan lahan parkir terpusat dan berjalan ke
tempat yang dituju.
Dengan adanya permasalahan tersebut, maka perlu
dilakukan penelitian untuk mengetahui pengaruh dari parkir
pada badan jalan (on-street parking) terhadap
kapasitas ruas jalan, karakteristik lalu lintas dan menganalisa
tingkat pelayanan fasilitas pejalan kaki.
Dari penelitian ini disimpulkan kinerja ruas jalan yang
ada telah mengalami kejenuhan dengan nilai sebesar 0,75 pada
saat hari kerja dan 0,80 pada saat weekend dan kendaraan yang
mengalami antrian sebesar 13 kendaraan, sehingga pemindahan
lokasi parkir menjadi off-street parking harus segera diterapkan.Setelah lokasi parkir dipindahkan lalu lintas mengalami derajat
kejenuhan sebesar 0.46 pada hari kerja dan 0,49 pada saat
weekend, trotoar pada kawasan Jalan Dhoho memiliki nilai
tingkat pelayanan A.

The background of this study is traffic congestion caused
by activities on-street car parking in the shopping area at Dhoho
street. The effective traffic width of the Dhoho street is reduced by
on-street parking activity that leads to disrupted traffic flow.
Street parking arrangements at Dhoho street will be transferred
to the off-street parking. Effectiveness of the parking location
transfer needs to be analyzed from point of view of traffic flow
and usage of the new parking lot. One of the infrastructure to
support relocation of parking to off-street parking is a
representative pedestrian facilities to encourage people to use a
centralized parking area and then walk to their destination.
Having these problems, it is necessary to investigate the
effect of on-street parking towards the capacity of streets, traffic
characteristics and analyze service levels of pedestrian facilities.
This study suggests that the performance of existing
streets have undergone the degree of saturation with a value of
0.75 on weekdays and 0.80 on weekends and 13 vehicles is
experienced a queue, so the transfer of the parking location to
off-street parking should be applied. After moving the parking
location, the traffic’s degree of saturation supposed to be 0,46 at
weekdays and 0,49 at weekend and pedestrian facilities on Dhoho
street has value level of service A.
