Abstract

Mekanisme pemilihan Kab/Kota yang berhak mendapatkan bantuan pembangunan infrastruktur air minum belum tajam dan kurang terarah. Perlu ada upaya untuk membuat arah pembangunan infrastruktur air minum agar lebih tajam, terarah dan semakin berpihak kepada rakyat. Penelitian ini bertujuan untuk merancang model Decision Support System (DSS) yang dapat memberikan arah prioritas pembangunan infrastruktur air minum yang tajam dan pro-rakyat.
Dalam penelitian ini terdapat dua proses besar yaitu penyusunan Pohon Hirarki dan perhitungan Skala Prioritas Model. Dihasilkan pohon hirarki dengan empat kriteria dan dua puluh sub-kriteria untuk menentukan prioritas pembangunan infrastruktur air minum. Selanjutnya dilakukan pengisian kuesioner oleh enam orang expert. Penggabungan hasil kuesioner enam expert dilakukan dengan empat metode yakni: Aritmatic Mean + perhitungan bobot dengan Analytic Hierarchy Process (AHP) dan Fuzzy AHP (FAHP), Perhitungan bobot dengan AHP dan FAHP + Aritmatic Mean, Geomatric Mean + perhitungan bobot dengan AHP dan FAHP, Perhitungan bobot dengan AHP dan FAHP + Geomatric Mean. Metode Geomatric Mean + perhitungan bobot dengan FAHP unggul karena memiliki variansi bobot tertinggi. Dengan metode penggabungan terpilih, dihasilkan pohon hirarki model. Tahap selanjutnya adalah perhitungan skala prioritas. Dilakukan perbandingan menggunakan lima metode yakni: AHP, FAHP, Simple Additive Weighting (SAW), Weighted Product (WP) dan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). Metode SAW unggul karena mampu mendeteksi nilai ekstrim pada salah satu data serta memiliki tingkat sensitifitas yang cukup baik. Terakhir, web based DSS (WDSS) dibangun dengan algoritma metode terpilih, yakni metode SAW.
Hasil akhir penelitian ini adalah WDSS untuk prioritas pembangunan infrastruktur air minum yang valid, tajam, terarah dan pro-rakyat. Dari enam Kab/Kota yang menjadi area studi (Kab. Pacitan, Kota Blitar, Kab. Kediri, Kota Surabaya, Kab. Jember dan Kota Batu), Kab. Pacitan adalah prioritas pertama, kedua Kota Surabaya, ketiga Kab. Jember, keempat Kota Batu, kelima Kab. Kediri dan terakhir adalah Kota Blitar.

The mechanism for selecting districts / cities to receive assistance for the drinking water infrastructure development is less sharp and less directional. Effort to bring the drinking water infrastructure development to be sharper, more directed and more pro-people is needed. This research is conducted to design a Decision Support System (DSS) model that can provide priority directions for the drinking water infrastructure development that is sharp and pro-people.
In this study there are two main processes, namely the preparation of the Hierarchy Tree and the calculation of Priority Scale Models. Four criteria and twenty sub-criteria was produced to become the hierarchical tree for determine the drinking water infrastructure development priority. Then the questionnaire for expert judgement was filled out by six experts. The six expert questionnaires result were merged using four methods, i.e: Aritmatic Mean  weight calculation using Analytic Hierarchy Process (AHP) and Fuzzy AHP (FAHP), Weight calculation using AHP and FAHP  Aritmatic Mean, Geomatric Mean  weight calculation using AHP and FAHP, Weight calculation using AHP and FAHP  Geomatric Mean. Geomatric Mean  weight calculation using FAHP was chosen because it has the highest variance value for weighting results. With the selected merge method, a hierarchical tree model is generated. The next step is calculating the priority scale. Comparison was performed using five methods namely: AHP, FAHP, Simple Additive Weighting (SAW), Weighted Product (WP) dan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). The SAW method is selected because it can detect extreme values in one of the data and has a fairly good level of sensitivity. Finally, web based DSS (WDSS) is built using the chosen method algorithm, the SAW method.
The final result of this research is WDSS for the drinking water infrastructure development priority that are valid, sharper, more directed and more pro-people. Of the six districts / cities studied (Pacitan districts, Blitar city, Kediri districts, Surabaya city, Jember districts and Batu city), Pacitan districts is the number one priority, the second is Surabaya city, third is Jember districts, fourth is Batu city, fifth is Kediri districts and the last priority is Blitar city.
