Abstract
Sebagai aset negara, rumah susun memerlukan sistem proteksi kebakaran yang sesuai untuk memenuhi kategori andal berdasarkan peraturan berlaku. Permasalahan saat ini adalah penilaian keandalan masih terbatas pada aspek kemampuan bangunan bertahan terhadap bencana kebakaran namun belum mempertimbangkan pengaruh faktor kepenghunian terhadap bahaya kebakaran. Penelitian ini bertujuan untuk menentukan variabel yang berpengaruh sekaligus merancang model penilaian tingkat keandalan terhadap bahaya kebakaran pada bangunan rumah susun guna melengkapi pedoman yang sudah ada serta memperoleh tingkat keandalan pada objek yang diteliti. Perancangan model penilaian tingkat keandalan terhadap bahaya kebakaran pada bangunan rumah susun dilakukan melalui beberapa tahapan yaitu seleksi variabel dengan studi literatur, kemudian filterisasi variabel menggunakan Relative Importance Index dan pembobotan variabel menggunakan kuesioner Pairwise Comparison. Selanjutnya pada tahap akhir dilakukan implementasi model dengan penilaian indikator yang disyaratkan pada setiap variabel. Hasil penilaian direpresentasikan dalam spider web diagram untuk memudahkan pemahaman hasil penilaian. Berdasarkan hasil analisis, model penilaian tingkat keandalan terhadap bahaya kebakaran pada bangunan rumah susun terdiri atas 7 variabel dan 35 sub variabel, yaitu variabel perencanaan tapak, sarana penyelamatan, sistem proteksi pasif dan aktif, utilitas, tatagraha dan kepenghunian. Hasil penilaian akhir diurutkan dari nilai terbaik yaitu Rusun RSMH dengan nilai 3.08, Rusun Kasnariansyah dengan nilai 2.72 dan Rusun Kertapati dengan nilai 2.68.

As a state asset, flats require a fire protection system that is suitable for meet reliability standards based on referenced regulations. The current problem is the reliability assessment is still limited to the building's ability to withstand fire disasters but has not yet considered the influence of occupancy factors on fire hazards. This study aims to determine the influential variables as well as design an assessing model of flat’s reliability level against fire hazards to complete existing guidelines and obtain the reliability level of the objects under study. The design of the assessment model for evaluating the flat’s reliability level against fire hazard is carried out through several stages starting from the variable selection with a literature study, the variable filtering uses the Relative Importance Index and the variable weighting uses the Pairwise Comparison questionnaire. Then in the final stage, the model is implemented with an assessment of the indicators required for each variable. The assessment results are represented in a spider web diagram to facilitate understanding of the assessment results. Based on the analysis of the results, the designed model consists of 7 variables and 35 sub-variables that are site planning, means of escape, passive protection systems, active protection systems, utilities, housekeeping, and occupancies. The final assessment results are sorted from the highest value, namely RSMH Flats with a value of 3.08, Kasnariansyah Flats with a value of 2.72, and Kertapati Flats with a value of 2.68.
