Abstract

Pengembangan kawasan berkonsep Transit Oriented Development (TOD) sedang dikembangkan di kota-kota besar Indonesia. Salah satu kawasan yang dikembangkan menjadi kawasan TOD di Kota Surabaya adalah Joyoboyo. Lokasi stasiun Surotram dan Boyorail yang direncanakan oleh Pemerintah Kota Surabaya berada di dalam kawasan TOD Joyoboyo. Untuk mempersiapkan kawasan TOD Joyoboyo, maka perlu diketahui bagaimana aksesibilitas kawasan TOD Joyoboyo.
Nilai aksesibilitas kawasan transit dapat dinilai dari kemudahan akses untuk menuju dan berpindah dari kawasan TOD Joyoboyo. Aksesibilitas pejalan kaki di dalam kawasan TOD menuju titik transit diukur menggunakan Sistem Informasi Geografis (SIG). Sementara aksesibilitas dari kawasan TOD menuju Central Business District (CBD) Surabaya dianalisis menggunakan rumus Volume Delay Function (VDF). Dengan rumus tersebut dapat digunakan untuk menghitung volume kendaraan dari data waktu perjalanan.
Hasil penelitian menunjukan 52,87% bagian TOD Joyoboyo memiliki aksesibilitas yang baik menuju titik transit. Dengan penambahan skenario dapat menambah 7,04% bagian TOD yang memiliki akses baik, yaitu di bawah 16 menit berjalan. Aksesibilitas menuju CBD di Surabaya saat ini menunjukan waktu perjalanan pengguna kendaraan pribadi yang lebih cepat daripada kendaraan umum. Waktu perjalanan kendaraan pribadi meningkat 1,6 kali lipat di tahun 2025. Di tahun tersebut, ketika Surotram dan Boyorai mulai beroperasi, masyarakat akan cenderung memilih untuk menggunakan moda tersebut karena memiliki waktu perjalanan yang lebih cepat dan biaya perjalanan yang lebih murah menuju CBD.

The development of the Transit Oriented Development (TOD) concept area is being developed in several cities of Indonesia. One of the area that was developed into a TOD in Surabaya is Joyoboyo. The location of Surotram and Boyorail stations that has planned by Surabaya City Government is also within the Joyoboyo TOD delimitation. In order to prepare the Joyoboyo TOD, it is necessary to know how the accessibility of the Joyoboyo TOD area.
The accessibility can be known from how easiness to 'go to' and 'move from' the Joyoboyo TOD area. Pedestrian accessibility within the TOD area to transit point is measured with a Georaphic Information System (GIS). While the accessibility from TOD area to Surabaya CBD was analyzed using the Volume Delay Function (VDF) formula. With this formula can be used to calculate the volume of vehicles from the travel time as input data.
The result shows that 52,87% part of Joyoboyo TOD was covered with good accessibility to transit point. The implementation of two scenarios in Joyoboyo TOD can add up 7,04% part covered with good accessibility, within a 16 minute walk. Accessibility to Surabaya CBD at this time shows the travel time of private vehicle user is faster than public transport. The travel time for private vehicles will increase 1,6 fold in 2025. In that year, when Surotram and Boyorail start to operate, users will tend to choose to use these modes because it has faster travel times and lower travel cost to the CBD area travel times and lower travel cost to the CBD area.
