Abstract

Tol Krian-Legundi-Bunder-Manyar adalah salah satu bagian dari Tol Non Trans Jawa yang termasuk dalam proyek strategis nasional. Tol Krian-Legundi-Bunder-Manyar dibangun untuk memfasilitasi aktivitas serta kegiatan ekonomi masyarakat Kabupaten Sidoarjo(Krian), Kabupaten Gresik dan sekitarnya. Dengan adanya Jalan Tol Krian-Legundi-Bunder-Manyar maka pilihan rute yang menghubungkan Kabupaten Sidoarjo(Krian), Kabupaten Gresik akan bertambah. Dan setiap pilihan rute memiliki karakteristiknya masing – masing. Saat akan melakukan perencanaan jalan tol, dilakukan kajian mengenai pemodelan transportasi. Salah satu hal yang dikaji ialah model pemilihan rute. Selama ini kajian hanya dilakukan menggunakan pemodelan dengan parameter karakteristik jalan, sehingga probabilitas yang dihasilkan cenderung mengarah pada penggunaan jalan tol. Untuk itu perlu dilakukan analisa pemilihan rute menggunakan dua metode. Metode yang digunakan ialah metode stated preference dan kurva diversi. Selain itu juga dilakukan analisa mengenai karakteristik pengguna jalan tol. Pengumpulan data karakteristik dan pemilihan rute akan dilakukan dengan melakukakan survei terhadap pengguna jalan tol di beberapa titik penelitian. Metode pengumpulan data akan menggunakan metode survey wawancara dengan berbasis stated preference. Untuk analisa data karakteristik pengguna jalan tol akan menggunakan teori statistik deskriptif. Sedangkan analisa pemilihan rute akan menggunakan teori JICA I dan regresi logit biner. Dari penelitian ini, diketahui bahwa mayoritas pengguna jalan tol ialah 96,1% laki - laki, 15,2% berusia 37-40 tahun, 43,3% berpendidikan akhir SMA, 42,2% berprofesi sebagai supir, 22,1% berpenghasilan Rp 2.000.001 sampai dengan Rp 3.000.000, 67,6% memiliki maksud perjalanan dinas/bekerja, 75,2% mengendarai kendaraan Golongan I, 80,1% memiliki posisi dalam kendaraan sebagai pengemudi, 48,2% memiliki kendaraan bermotor hanya sepeda motor, serta 37,1% memiliki frekuensi penggunaan jalan tol >1 kali dalam seminggu. Kemudian, dari hasil analisa pemilihan rute jalan tol dengan metode kurva diversi didapatkan probabilitas perpindahan untuk masing- masing jenis dan golongan kendaraan ialah Golongan I - KR sebesar 62,12%, Golongan I - KBM sebesar 42,43%, Golongan I - BB sebesar 42,43%, Golongan II - TB sebesar 29,99%, Golongan III - TB sebesar 37,42%, Golongan IV - TB sebesar 32,90%, dan Golongan V - TB sebesar 39,21%. Sedangkan dari hasil analisa pemilihan rute jalan tol dengan metode stated preference probabilitas perpindahan untuk masing- masing jenis dan golongan kendaraan ialah Golongan I sebesar 35,96%, Golongan II sebesar 37,54%, Golongan III sebesar 30,64%, Golongan IV sebesar 35,46%, dan Golongan V sebesar 100%.

Krian-Legundi-Bunder-Manyar Toll Road is one part of Non-Trans Java Toll Road which is included in the national strategic project. Krian-Legundi-Bunder-Manyar Toll Road was built to facilitate the activities and economic activities of the people of Sidoarjo Regency (Krian), Gresik Regency and surrounding areas. With Krian-Legundi-Bunder-Manyar Toll Road, the choice of routes connecting the Sidoarjo Regency (Krian), Gresik Regency will increase. And each route choice has its own characteristics. When planning a toll road, a study will be conducted on transportation modeling. One of the things studied is the route selection model. So far, the study has only been conducted using modeling with parameters of road characteristics, so the resulting probabilities tend to lead to the use of toll roads. For this reason it is necessary to analyze the route selection using two methods. The method used is the stated preference method and the diversion curve. In addition, an analysis of toll road user characteristics was also carried out. Characteristic data collection and route selection will be carried out by conducting a survey of toll road users at several research points. The data collection method will use the survey method interview based on the stated preference method. To analyze data on the characteristics of toll road users will use descriptive statistical theory. While the analysis of route selection will use JICA I theory and multinomial logit regression. From this study, it is known that the majority of toll road users are 96.1% male, 15.2% aged 37-40 years, 43.3% have high school education, 42.2% work as drivers, 22.1% have income. IDR 2,000,001 to IDR 3,000,000, 67.6% intended for business trips / work, 75.2% drove Class I vehicles, 80.1% had a position in the vehicle as a driver, 48.2% owned a motorized vehicle only motorbikes, and 37.1% have a frequency of using toll roads> once a week. Then, from the results of the analysis of toll road route selection using the diversion curve method, the probability of displacement for each type and class of vehicle is obtained, namely Group I - KR of 62.12%, Class I - KBM of 42.43%, Class I - BB of 42.43%, Group II - TB of 29.99%, Group III - TB of 37.42%, Group IV - TB of 32.90%, and Group V - TB of 39.21%. Meanwhile, from the results of the analysis of toll road route selection using the stated preference method, the probability of displacement for each type and class of vehicle is Group I at 35.96%, Group II at 37.54%, Group III by 30.64%, Group IV for 35.46%, and Group V at 100%.
