Abstract
Kebutuhan manusia akan energi listrik perlu ditopang dengan penyediaan listrik yang mumpuni. Pada proses distribusi yang merupakan salah satu proses utama penyediaan listrik, PLN melakukan pengendalian persediaan material yang dibutuhkan pada jaringan distribusi listrik, yaitu MDU untuk menjaga service level tetap pada performansi terbaik sekaligus memberikan efisiensi pada proses pemenuhan kebutuhan jaringan distribusi listrik. Namun, kebijakan pengendalian persediaan MDU di PLN belum mempertimbangkan target service level sehingga performansinya dalam mencapai target tidak dapat diprediksi. Oleh karena itu, PLN menghindari terjadinya stockout yang tinggi dengan melakukan penumpukan stok sehingga menimbulkan biaya persediaan yang tinggi.
Varian MDU yang diteliti merupakan delapan varian teratas pada setiap kelas hasil klasifikasi ABC. Penentuan metode perhitungan kuantitas pesanan pada setiap varian MDU dilakukan menggunakan analisis CV. Setelah itu, simulasi Monte Carlo dilakukan pada kebijakan eksisting yang diterapkan oleh PLN dan kebijakan perbaikan yang menggunakan pendekatan continuous review (s,S). Performansi pada kebijakan pengendalian persediaan ditinjau dari ketercapaian service level dan total biaya persediaan yang dihasilkan. Ketika kedua kebijakan tersebut belum mampu memenuhi target ketercapaian service level sebesar 95%, perancangan rekomendasi skenario kebijakan perbaikan dilakukan dengan mengubah parameter s dan S hingga service level mencapai target. Rekomendasi skenario kebijakan perbaikan menghasilkan rata-rata ketercapaian service level sebesar 96,12% dan penghematan total biaya persediaan sebesar 2,57%.

Human needs for electrical energy should be supported by the qualified electricity supply. In the distribution process which is one of the main processes of electricity supply, PLN controls the supply of materials that needed in the electricity distribution network, MDU to maintain service levels remain at the best performance and providing efficiency in the fulfillment process of the electricity distribution network. However, MDU's inventory control policy at PLN hasn’t considered the service level targets so that its performance in achieving targets cannot be predicted. Therefore, PLN avoids the occurrence of high stockout by stockpiling until it causing a high inventory costs.
The MDU variants studied were the top eight variants in each class of ABC classification results. The quotation of the order quantity calculation method for each MDU variant is carried out using the CV analysis. After that, Monte Carlo simulations are performed on the existing policies implemented by PLN and improvement policies that use a continuous review (s,S) approach. Performances in inventory control policies are evaluated from the achievement of service level and the total cost of inventory produced. When the two policies have not been able to meet the service level achievement target of 95%, the design of the policy scenario improvement recommendations are done by changing the parameters s and S until the service level reaches the target. Policy scenario improvement recommendations produce an average service level achievement of 96,12% and a total inventory cost savings of 2,57%.
