Abstract
Kota Surabaya merupakan kota dengan pengelolaan sampah perkotaan terbaik di Indonesia. Meskipun begitu, jumlah sampah Surabaya terus meningkat setiap tahunnya dan lebih dari 65% dari total sampah yang dihasilkan berakhir di TPA Benowo. Pengembangan kebijakan pengelolaan sampah diperlukan dalam rangka mengurangi jumlah produksi sampah dan penumpukan sampah di fasilitas pembuangan akhir sampah Surabaya. Selain itu, kebijakan pengelolaan sampah diharapkan dapat meningkatkan jumlah pendapatan dari pengelolaan sampah, mengurangi kebutuhan biaya, dan meningkatkan penyerapan pekerja pengelolaan sampah sehingga berkelanjutan di masa depan. Pada penelitian ini, integrasi metodologi Sistem Dinamik dan Life Cycle Assessment (LCA) digunakan untuk memodelkan kondisi pengelolaan sampah perkotaan Surabaya dan merumuskan kebijakan pengelolaan sampah yang dapat mencapai target pengelolaan sampah yaitu meningkatkan jumlah sampah terolah dan mengurangi jumlah produksi sampah, serta dapat berkelanjutan di masa depan. Perumusan kebijakan dilakukan dengan memperhatikan detail keterkaitan antar variabel sistem pengelolaan sampah. Terdapat sembilan skenario yang diusulkan yang digunakan dalam penelitian ini. Hasil penelitian menunjukkan bahwa skenario pengembangan fasilitas pengolahan sampah di lokasi sumber sampah (pengembangan fasilitas bank sampah) dan pengembangan fasilitas pengolahan akhir sampah (pengoperasian fasilitas pembangkit listrik tenaga sampah dan pemilahan sampah) memberikan dampak paling signifikan dibandingkan dengan kondisi eksisting, yang ditinjau dalam hal jumlah timbunan sampah, jumlah sampah menjadi bahan baku dan sumber energi, pengurangan biaya pengelolaan sampah dan emisi pengolahan sampah, serta peningkatan penyerapan pekerja.

Surabaya is a role model for municipal waste management in Indonesia. However, the amount of waste in Surabaya continues to increase every year and over 65% of the total waste generated ends up at Benowo landfill. The development of a waste management policy is needed in order to reduce the amount of waste production and waste accumulation in the Surabaya waste disposal facilities. In addition, the waste management policy is expected to increase the amount of revenue from waste management, reduce the costs needed, and increase the absorption of waste management workers in accordance with the sustainable waste management framework. In this research, the integration of the Dynamic System and Life Cycle Assessment (LCA) methodology is used to describe the conditions of municipal waste management in Surabaya and formulate waste management policies that can achieve waste management targets, such as increasing the amount of processed waste, reducing the amount of waste generated, and sustainable in the future. Policy formulation is carried out by paying attention to the details of the relationship between the waste management system variables. There are nine proposed scenarios used in this study. The results showed that the scenario of developing waste processing facilities at waste source locations (developing waste bank facilities) and developing waste final treatment facilities (operating waste power generation facilities and sorting waste) had the most significant impact among other scenarios, compared to the condition of the existing systems in terms of waste generated, waste to energy, waste to product, costs needed, emissions, and the absorption of workers.
