Abstract
Dengan adanya kerusakan runway Bandara Internasional Juanda yang cukup berat, menyebabkan terjadinya penutupan bandara dan pembatalan beberapa rute penerbangan domestik maupun internasional. Hal ini berarti, perbaikan runway secara total sangat diperlukan. Namun, dengan aktivitas lalu lintas di bandara yang cukup tinggi, menyebabkan perbaikan runway tidak dapat dilakukan dengan cara penutupan bandara secara langsung, sehingga diperlukan Perencanaan Tahapan Perbaikan Runway agar kegiatan operasional penerbangan tidak terganggu.
Proses perencanaan dimulai dengan merencanakan fasilitas sisi udara meliputi panjang landas pacu yang dibutuhkan setiap kategori pesawat dan perencanaan dimensi stopway/clearway dan RESA. Kemudian dilanjutkan dengan perhitungan penambahan panjang runway dan analisis alat bantu penerbangan, serta analisis alat berat yang digunakan terhadap Kawasan Keselamatan Operasional Penerangan (KKOP). Setelah didapat semua hasil perencanaan tersebut maka digunakan sebagai pertimbangan melakukan tahapan perbaikan kerusakan runway. Dengan adanya tahapan perbaikan runway tersebut maka perlu dianalisis perbedaan kinerja runway kondisi eksisting dan pada kondisi terjadi perbaikan runway
Perencanaan perbaikan kerusakan runway Bandara Internasional Juanda dimulai dengan perencanaan safety area dengan dimensi stopway 60m x 45m, RESA 90m x 90m dan clearway 210m x 150m. Selanjutnya dilakukan penambahan panjang runway dari 3000 meter menjadi 3600 meter pada ujung runway 28. Alat bantu pendaratan tidak perlu dilakukan pemindahan lokasi dan alat berat yang digunakan memenuhi Kawasan Keselamatan Operasional Penerbangan (KKOP). Total runway yang dapat diperbaiki sepanjang 1245 meter dengan rincian 790 meter dari ujung runway 10 dan 455 meter dari ujung runway 28. Dengan adanya kegiatan perbaikan runway tersebut terjadi perubahan runway occupancy time (ROT) pada pesawat kategori D.

The runway damage on Juanda International Airport that are quite heavy, has caused the closure of the airport and cancellation of several domestic and international flight routes. With such severe damage, total repair of the runway is needed. However, with the current high level of traffic activities at the airport, the runway reconstruction cannot close the airport directly. Therefore, the design of reconstruction stages of runway is needed in order to guarentee the operational is not disrupted.
The planning process begins with the planning of the air side facilities, including the runway length required for each aircraft, and planning of stopway, clearway and RESA dimensions. Then, the process continues with the calculation of the runway extension and analysis of flight aids, Analysis of heavy equipment is used based on the Airports Safety Flight Operational Elevation Limits (KKOP). The next step is consideration to carry out the stages of reconstruction the damage on the runway. Then it needs to be analyzed the differences in performance of existing runway conditions and in the runway reconstruction condition.
The stages of reconstruction the runway damage on the Juanda International Airport starting with the planning of the safety area with dimension of stopways 60m x 45m, RESA 90m x 90m and clearway 210m x 150m. Then the runway is extended from 3000 meters to 3600 meters at the end of runway 28. Landing aids do not need to be moved and heavy equipment used sufficient on the Airports Safety Flight Operational Elevation Limits (KKOP). The total runway that can be repaired is 1245 meters with details of 790 meters from the end of runway 10 and 455 meters from the end of runway 28. With the design of reconstruction stages of runway, there was a change in runway occupancy time (ROT) on category D aircraft.
