Abstract

TPA Benowo setiap hari menerima sampah sekitar 1.600 ton dimana kapasitas sampah yang dapat diolah TPA tersebut hanya sebesar 1.400 ton. Hal ini mengindikasikan bahwa TPA Benowo mengalami penumpukan sampah sebanyak 200 ton setiap harinya. Salah satu upaya pemerintah untuk mengurangi sampah adalah dengan program pengolahan sampah berbasis masyarakat melalui TPS 3R yakni dengan mengolah sampah pada TPS 3R terlebih dahulu sehingga TPA Benowo hanya akan menerima residu sampah. Namun, penyebaran TPS 3R di Surabaya yang belum merata serta pengolahan sampah yang belum efektif menyebabkan masih banyaknya sampah diangkut ke TPA Benowo. Berdasarkan kondisi tersebut, dilakukan simulasi sistem dinamik untuk mengoptimalkan persampahan pada TPS 3R sehingga dapat mengurangi volume sampah yang masuk ke TPA Benowo. Terdapat empat skenario yang digunakan untuk mereduksi sampah yakni (1) skenario peningkatan radius cakupan TPS 3R, (2) penambahan jumlah TPS 3R, (3) peningkatan kapasitas komposter, serta (4) skenario kombinasi antara penambahan jumlah TPS dan peningkatan kapasitas komposter. Didapatkan bahwa skenario terbaik untuk mereduksi sampah adalah skenario keempat dengan reduksi sampah paling besar yakni hingga 1.200 – 1.300 ton sampah per hari namun memiliki nilai dampak lingkungan tidak sebaik skenario kedua sehingga terdapat trade-off antara skenario kedua dan skenario keempat. Disimpulkan bahwa DKP Surabaya disarankan untuk meningkatkan jumlah TPS 3R sehingga seluruh area di Surabaya tercakup oleh TPS 3R tersebut serta meningkatkan kapasitas pengomposan menjadi 3 ton per TPS 3R.

Benowo landfill receiving 1.600 tons of solid waste daily which can only process 1.400 tons daily. This indicates that Benowo landfill stock around 200 tons of solid waste daily. One of the governments of Surabaya’s policy to reduce waste is through a community-based waste management program through TPS 3R by processing solid waste at TPS 3R first so that Benowo landfill will only receive waste residues. However, the location of TPS 3R is not evenly distributed in the area of Surabaya and the unefectiveness of solid waste treatment causes a large amount of solid waste to be transported to the Benowo landfill. Under these conditions, a system dynamic simulation is used to optimize solid waste management at TPS 3R to reduce the volume of solid waste that received by Benowo landfill. Four scenarios is designed to solve these problems, there are (1) increasing the radius of TPS 3R’s coverage, (2) increasing the number of TPS 3R, (3) increasing the composter capacity, and (4) combined scenario of increasing number of TPS 3R and composter capacity simultaneously. From this research, its known that the best scenario to reduce waste is the fourth scenario with the largest waste reduction up to 1.200 – 1.300 tons of waste per day but this scenario released bigger GHG emissions rather than second scenario which has the lowest environmental impact. Thus, there is a trade-off situation between second and fourth scenario. It was concluded that DKP Surabaya is suggested to increase the number of TPS 3R increase the composting capacity to 3 tons per TPS.
