Abstract
Kota surabaya mengalami suatu perkembangan yang sangat
pesat dibandingkan dengan pertumbuhan kota-kota disekitarnya.
Perkembangan penduduk kota Surabaya yang mempunyai
predikat kota Industri, Dagang, Maritim dan Pendidikan berjalan
sangat pesat. Akibatnya, nilai tanah pada lokasi tertentu yang
mempunyai kemudahan mencapai sarana kegiatan tersebut akan
mengalami kenaikan tingkat harga nilai tanah.
Untuk mengetahui pengaruh Pusat Kegiatan Kota/Central
Business District (CBD) terhadap nilai tanah, digunakan metode
analisis yang meliputi analisis spasial dengan metode penaksiran
harga tanah Von Thunen (Teori Lokasi) yang akan menunjukkan
pengaruh jarak ke CBD dan persebaran letak NIR tertinggi
sampai terendahnya. Serta analisis faktor penentu nilai tanah
tersebut dengan NIR yang menggunakan metode perbandingan
Pendekatan Data Pasar (Market Data Approach) dalam setiap
zona yang telah dibuat yang akan dianalisis perbandingan NIR
antara CBD yang satu dengan lainnya.
Hasil analisis klasifikasi NIR pada daerah sekitar CBD
Mal Galaxy yang dilakukan sejauh 3 kilometer mempunyai
kecenderungan nilai tanah yang semakin rendah jika menjauh dari
CBD.

Surabaya city has a rapid growth compared with the other
city. The development of city population in surabaya which is well
known as a city of Industry, Trade, Maritime and Education runs
very fast. As a result, the value of land in a particular location
that has the easier access to reach those activities and facilities
above will increase the price level of land value.
To determine the effect Central Business District (CBD) on
land values, the method of analysis that includes spatial analysis
with the method of valuation of land prices Von Thunen (Theory
of Location) have been used. The method will show the effect of
distance to the CBD and the NIR spread layout from the highest
level to the lowest. And analysis of the land values determinants
with NIR that is using a comparison of the Market Data Approach
method in each zone that has been created for analyzing the NIR
comparison between the two types of CBD.
The results of the NIR classification that has been analyzed in
the sorrounding area of CBD Mal Galaxy for a distance of 3
kilometers has a tendency to lower land value if away from CBD
