Abstract
Beberapa target pemerintah mengenai sistem sanitasi seperti
MDG’s 2015, RPJMN 2010-2014, yang saling menunjang hampir
mendekati batas waktu, namun belum keseluruhan dari target
tersebut tercapai, salah satunya adalah target pada tahun 2014.
Studi kasus pada tugas akhir ini adalah Wilayah Kerja Puskesmas
Barengkrajan Sidoarjo, khususnya Desa Sidomojo. RW 3
Luwung Sidomojo memiliki kondisi lingkungan yang berdekatan
dengan sungai. Hal ini menyebabkan masyarakat Luwung masih
banyak yang BABs maupun sudah mempunyai jamban namun
pembuangannya langsung ke sungai. Masyarakat Luwung Desa
Sidomojo mayoritas bekerja menjadi buruh pabrik dengan gaji
rata-rata UMK. Dengan faktor ekonomi dan faktor lahan yang
mempengaruhi masyarakat dalam merubah perilaku mereka,
maka ada dua pilihan teknologi sanitasi yang dapat digunakan
oleh masyarakat Luwung. Pilihan teknologi sanitasi ini terdiri dari
Jamban dengan Cubluk Tunggal dan Jamban dengan Cubluk
Ganda. Selain adanya pilihan teknologi sanitasi, perlu diadakan
kegiatan Pemicuan yang menjadi kunci dalam mengajak
masyarakat untuk merubah kebiasaan. Perencanaan program ODF
ini memerlukan biaya sekitar Rp 26.544.150.000,- / tahun untuk
Kabupaten Sidoarjo memenuhi target menjadi Kabupaten ODF

Government goals on sanitation systems such as MDG's 2015 and
RPJMN 2010-2014, which is supporting each other is
approaching determined time, but not all of the targets were
reached, one of them is in 2014. The objective of this study is
covering the service area of Puskesmas Barengkrajan Sidoarjo,
especially Sidomojo village. Condition of environment in RW 3
Luwung Sidomojo is near with a river. It caused many people of
Luwung still do open defecation (OD) and even when they have
toilet, the wastewater still throw out to the river directly. Most of
the people of Luwung Desa Sidomojo work in the factory and
earning the local standard of employment salary. By economic
and landuse which is affecting the people in order to change their
behavior, there are two kinds of sanitation technology that can be
selected and applied. The sanitation technologies are latrine with
single pit and latrine with double pits. Besides that, there should
be a trigger activity to involve the people to change their habit of
OD. The estimation cost of this activity is about Rp
26.544.150.000,- /year for Sidoarjo Regency and it has been
selected as regency with open defecation free (ODF)
