Abstract
Kalimantan Timur memiliki potensi hasil pertambangan yang melimpah, khususnya minyak bumi dan gas alam. Minyak bumi dan gas alam memiliki pengaruh yang sangat besar dalam perekonomian Indonesia. Selain itu, proyeksi penduduk Kalimantan Timur pada tahun 2019 mencapai 3.721.389 jiwa, ditambah akan adanya 1,5 juta Aparatur Sipil Negara (ASN) yang eksodus akibat pemindahan Ibu Kota Negara Republik Indonesia ke Kalimantan Timur. Potensi sumber daya alam yang melimpah dan tingginya mobilitas penduduk masih belum didukung dengan infrakstruktur yang memadai, salah satunya sektor transportasi. Padahal sektor transportasi merupakan sektor yang akan memberikan dukungan terhadap hampir semua sektor lainnya. Pembangunan sektor transportasi harus berorientasi pada kebutuhan manusia, bukan pada kepentingan mobilitas kendaraan pribadi. Kereta api menjadi salah satu solusi yang tepat karena memiliki kapasitas angkut yang besar, cepat, aman, hemat energi, dan ramah lingkungan serta membutuhkan lahan yang relatif sedikit. Hal ini juga didukung oleh Kementrian Perhubungan (Kemenhub) yang berencana menyiapkan moda transportasi massal untuk menghubungkan wilayah Ibu Kota dengan wilayah penyangga, terutama dari pintu masuk Kalimantan Timur, salah satunya Kota Balikpapan. Oleh karena itu, perlu dilakukan perencanaan jalur kereta api yang tepat sesuai dengan kondisi topografi dan persyaratan yang ada.
Metode yang digunakan dalam menyelesaikan permasalahan ini adalah dengan melakukan pengumpulan data sekunder seperti peta topografi, data kereta api, lokomotif, dan bantalan. Selanjutnya dilakukan penentuan trase rencana berdasarkan RIPNas 2030, perancangan geometrik jalan rel yang berupa lengkung horizontal dan lengkung vertikal, serta perencanaan konstruksi jalan rel menggunakan Peraturan Menteri Perhubungan Nomor: PM.60 Tahun 2012 dan Peraturan Dinas Perusahaan Jawatan Kereta Api Nomor: PD.10 Tahun 1986. Pembuatam gambar rencana berupa plan profile, cross section, dan gambar detail konstruksi jalan rel juga dilakukan dengan menggunakan aplikasi Autocad dan Civil 3D.
Hasil perancangan geometrik jalan kereta api Penajam Paser Utara – Balikpapan ini diperoleh panjang jalur 77,215 km dengan kecepatan rencana 80 km/jam. Desain lengkung horizontal menggunakan jenis S-C-S untuk 43 tikungan dengan jari-jari minimum 350 m. Pada analisis konstruksi jalan rel Penajam Paser Utara – Balikpapan termasuk kategori kelas jalan III yang didesain menggunakan jenis rel R54 dengan lebar sepur 1,435 mm. Bantalan yang digunakan yaitu bantalan beton dengan penambat elastis ganda tipe E-Clip dan jarak antar bantalan 60 cm serta dengan tebal lapisan balas 30 cm dan subbalas 45 cm.

East Kalimantan has abundant mining potential, especially petroleum and natural gas. Petroleum and natural gas have a huge influence in the Indonesian economy. In addition, the projected population of East Kalimantan in 2019 will reach 3,721,389 people, plus there will be 1.5 million State Civil Servants (ASN) exodus due to the relocation of the Republic of Indonesia's capital city to East Kalimantan. However, the potential for this abundant resource and high population mobility are still not supported by adequate infrastructure, one of which is the transportation sector. In fact, the transportation sector is a sector that will provide support to almost all other sectors. The development of the transportation sector must be oriented towards human needs, not on the interests of the mobility of private vehicles. Trains are one of the right solutions because they have a large transport capacity, fast, safe, energy efficient, and environmentally friendly and require relatively little land. This is also supported by the Ministry of Transportation (Kemenhub) which plans to prepare a mass transportation mode to connect the capital city with the buffer zone, especially from the entrance to East Kalimantan, one of which is Balikpapan City. Therefore, it is necessary to plan an appropriate railroad in accordance with existing topographic conditions and requirements.
The method used to solve this problem is to collect secondary data such as topographic maps, railroad data, locomotives, and bearings. Furthermore, the determination of the planning alignment based on RIPNas 2030, geometric design of railroads in the form of horizontal curves and vertical curves, as well as railroad construction planning using the Minister of Transportation Regulation Number: PM.60 of 2012 and the Railroad Service Company Regulation Number: PD. 10 Year 1986. Planning drawings in the form of plan profiles, cross sections, and detailed drawings of railroad construction were also carried out using Autocad and Civil 3D applications.
The results of the geometric design of the railroad Penajam Paser Utara - Balikpapan acquired 77.215 km long track with a design speed of 80 km / h on the second track. The horizontal arch design uses the S-C-S type for 43 bends with a minimum radius of 350 m. In the analysis of railroad construction, the double track Penajam Paser Utara - Balikpapan is in the category III road class which is designed using the R54 rail type with a track width of 1,435 mm. The bearings used are concrete bearings with E-Clip type double elastic fasteners and the distance between the bearings is 60 cm, also the thickness of the ballast layer is 30 cm and the subballast is 45 cm.
