Abstract

Perkembangan teknologi Sistem Informasi Geografis dan penginderaan jauh telah memberikan manfaat di berbagai bidang, salah satunya adalah kebencanaan. Banjir merupakan bencana yang rawan terjadi di negara-negara tropis yang memiliki curah hujan yang cukup tinggi. Kabupaten Sidoarjo adalah salah satu kabupaten di Indonesia yang mengalami genangan banjir hampir setiap tahun. Pemanfaatan SIG dan penginderaan jauh dapat meminimalkan dampak bencana banjir. Peta rawan banjir bertujuan untuk memetakan wilayah yang berpotensi terjadi banjir dengan menerapkan metode skoring dan pembobotan parameter-parameter penyebab terjadinya genangan banjir. Penginderaan jauh bisa dimanfaatkan untuk mendeteksi genangan banjir yang terjadi dengan menerapkan analisis NDWI. Pemanfaatan kedua analisis ini bertujuan untuk mengetahui bagaimana sebaran kelas tingkat kerawanan banjir dari genangan banjir yang terjadi di Kabupaten Sidoarjo.
Daerah rawan banjir diidentifikasi menggunakan metode skoring, setiap parameter yang digunakan diberi nilai sesuai dengan klasifikasi. Hasil dari proses skoring tersebut kemudian di-overlay dan dilakukan proses pembobotan dengan memberikan bobot pada masing-masing parameter untuk mengetahui sebaran tingkat kerawanan banjir di wilayah Kabupaten Sidoarjo. Parameter tingkat kerawanan banjir yang digunakan meliputi tutupan lahan, kelerengan, curah hujan, densitas drainase, dan jenis tanah. Genangan banjir didapatkan dari analisis NDWI pada platform Google Earth Engine (GEE). Data citra Sentinel-2 Level 1C pada musim kemarau dan musim hujan yang di-threshold sebesar <0,3 untuk mengeliminasi data yang dianggap non-air sehingga menghasilkan genangan airnya. Genangan air musim kemarau dan musim hujan di-overlay untuk mendapatkan genangan banjirnya.
Hasil pengolahan menunjukkan tingkat rawan banjir di Kabupaten Sidoarjo yang terbagi menjadi 4 kelas yaitu kelas rawan dengan 17.06%, kelas sedang dengan 65.10%, kelas kurang rawan dengan 17.84%, dan kelas aman dengan 0,00% dari luas wilayah Kabupaten Sidoarjo dengan mayoritas daerahnya dalam kelas rawan di Kecamatan Sedati dan Kecamatan Jabon. Sedangkan untuk sebaran tingkat kerawanan banjir pada genangan banjir yang terjadi untuk kelas rawan sebesar 69.70%, kelas sedang sebesar 27.81%, kelas kurang rawan sebesar 2.48%, dan kelas aman sebesar 0,00% dari total luas genangan banjir yang terjadi di Kabupaten Sidoarjo. Peta genangan banjir dan peta rawan banjir sudah sesuai terhadap kejadian banjir dari BPBD Kabupaten Sidoarjo karena berdasarkan hasil analisis diperoleh untuk kejadian genangan banjir kelas rawan sebesar 86,56% dari total luas kejadian genangan banjir.

The development of Geographic Information System and remote sensing technologies has provided benefits in various fields, one of which is a disaster. Disaster floods occur in tropical countries that have high enough rainfall. Sidoarjo District is one of the regencies in Indonesia which experiences flood inundation almost every year. The utilization of GIS and remote sensing can minimize the effect of flooding. The flood vulnerability map aims to map the areas where floods occur by applying the scoring method and weighting parameters that cause flood inundation. Remote sensing can be used to monitor flood inundation by applying NDWI analysis. The use of these two analyzes aims to see how the class distribution of flood hazard levels from flood inundation that occurs in Sidoarjo District.
Flood-prone areas were identified using the scoring method, each parameter used was assigned a value according to the classification. The results of the scoring process are then overlaid and a weighting process is carried out by giving weight to each parameter to see the distribution of flood hazard levels in the Sidoarjo District area. Flood hazard level parameters used include land cover, slope, rainfall, drainage density, and soil type. Flood inundation is obtained from NDWI analysis on the Google Earth Engine (GEE) platform. Sentinel-2 Level 1C image data in the dry season and rainy season which a threshold of less than 0.3 to eliminate non-water data to produce puddles. The dry season and rainy season puddles are overlaid to get the flood inundation.
The processing results show the level of flood-prone in Sidoarjo District which is divided into 4 classes with the "vulnerable" class of 17.06%, the "moderate" class of 65.10%, the "less vulnerable" class of 17.84%, and the "safe" class with 0.00% of the total area of Sidoarjo District which in the "vulnerable" class majorly in Sedati and Jabon Sub-District. Whereas for the distribution of the level of flood hazard in flood inundation that occurred in the "vulnerable" class was 69.70%, the "medium" class was 27.81%, the "less vulnerable" class was 2.48%, and the "safe" class was 0.00% of the total flood inundation area that occurred in Sidoarjo District. The flood inundation map and flood vulnerability map are in accordance with the flood incidence of the BPBD of Sidoarjo District data because based on the analysis results obtained for the incidence of flood inundation which the "vulnerable" class is 86.56% of flood inundation incidence total area.
