Abstract

Gasifikasi pembangkit listrik berkapasitas kecil di Indonesia yang direncanakan Kementerian ESDM, memiliki permasalahan selain karena lokasi yang tersebar, serta jumlah permintaan sedikit, juga karena kondisi kedalaman disekitar area pembangkit tersebut. Alat angkut untuk gas itu sangat berbeda dengan batubara karena perbedaan karakteristik muatan. Kemungkinan kondisi tersebut akan menimbulkan perbedaan pola distribusi. Untuk itu, Tugas Akhir ini bertujuan untuk merancang model perencanaan fasilitas distribusi gas alam cair untuk pembangkit listrik berkapasitas kecil. Langkah pertama adalah menganalisis alternatif alat angkut gas yang tersedia. Selanjutnya adalah mengidentifikasi karakteristik area dan lokasi pembangkit listrik, serta melakukan estimasi jumlah permintaan gas alam masing-masing pembangkit listrik. Karena setiap pembangkit listrik memiliki jumlah permintaan kecil dan area yang tersebar, beberapa konsep pola distribusi perlu dikembangkan untuk mencapai biaya paling optimum dan mampu mengatasi permasalahan area pada lokasi pembangkit. Metode optimasi dengan minimalkan biaya total terminal digunakan untuk menentukan pola distribusi yang paling optimum. Hasil analisis yang telah dilakukan menunjukkan bahwa pola distribusi gas alam cari paling optimum menggunakan konsep Kapal, FSU dan ORU. Kapal untuk pengangkut LNG berkapasitas 5.000 M3 – 15.600 M3. Fasilitas penyimpanan untuk terminal LNG pada pembangkit listrik menggunakan FSU berkapasitas 15.000 M3 – 122.000 M3. Sebagian besar fasilitas regasifikasi yang terpilih adalah NDAAV dan SCV dengan konsep dermaga Jettyless LNG Transfer. Biaya satuan dari distribusi LNG ke masing-masing pembangkit listrik berkisar antara $0,99/MMBTU - $7,94/MMBTU.

The gasification of small-capacity power plants in Indonesia, which is planned by the Ministry of Energy and Mineral Resources, has problems apart from the scattered location and low demand, as well as the depth around the plant area. The conveyance for gas is very different from coal because of the different load characteristics. It is possible that these conditions will cause differences in distribution patterns. Therefore, this final project aims to design a planning model for liquefied natural gas distribution facilities for small capacity power plants. The first step is to analyze the available gas conveyance alternatives. Next is to identify the characteristics of the area and location of the power plant, and to estimate the amount of demand for natural gas for each power plant. Since each power plant has a small amount of demand and a scattered area, several concepts of distribution patterns need to be developed to achieve the most optimum cost and be able to solve the problem area at the plant location. The optimization method by minimizing the total terminal cost is used to determine the most optimum distribution pattern. The results of the analysis that have been carried out show that the optimal distribution pattern of natural gas is using the ship, FSU and ORU concepts. Ships for LNG carriers have a capacity of 5,000 M3 - 15,600 M3. The storage facility for the LNG terminal at the power plant uses the FSU with a capacity of 15,000 M3 - 122,000 M3. Most of the selected regasification facilities are NDAAV and SCV with the concept of the Jettyless LNG Transfer jetty. The unit cost of distributing LNG to power plants ranges from $ 0.99 / MMBTU - $ 7.94 / MMBTU.
