Abstract

Benoa LNG Terminal is the first mini LNG terminal in Indonesia. The terminal, which has been operated by PT PEL since March 2016. Benoa LNG Terminal has a very important role for Bali island, where the LNG terminal supplies LNG which will be used to supply the energy needs of PT. Indonesia Power. Because of the The relocation of the Benoa LNG terminal provides a good opportunity to evaluate the existing system, in this case is the Lumbung Dewata Floating Regasification Unit (FRU) that will be discussed. First, HAZOP analysis is conducted to identify the hazard of each predetermined nodes. According to the HAZOP analysis, it is resulting that from 9 nodes, there are 8 nodes with 11 events that were on a high risk levels. Where those 11 events will be the input for LOPA. LOPA is conducted by determine Initiation Caused Likelihood (ICL), identify Independent protection Layer (IPL), determine Intermediate Event Likelihood (IEL) and Target Mitigated Event Likelihood (TMEL). From the LOPA calculation it is resulting that from the 11 events, 9 events were on a completely safe level with the necessary risk reduction value is above 0 and the other 2 events were on SIL 1, where for SIL 1 it is required a Safety Instrumented Function (SIF) as a protection layer with at least SIL 1. As for the evaluation of the SIL, an additional SIF has been calculated and it is resulting a SIF with 1oo1 archhitecture consists of pressure sensor integrated with solenoid control valve and A SIF with 1oo1 archhitecture consists of pressure sensor integrated with solenoid gas detector and pressure sensor integrated with ESD valve.
