Abstract
Sistem manajemen keselamatan konstruksi (SMKK) adalah bagian dari sistem manajemen pelaksaan pekerjaan konstruksi dalam rangka menjamin terwujudnya keselamatan konstruksi. SMKK sangat penting karena masih sering terjadi kecelakaan konstruksi di Indonesia. SMKK meliputi : Kebijakan K3, Organisasi Unit Keselamatan Konstruksi (UKK), Perencanaan Keselamatan Konstruksi, serta Rencana Anggaran Biaya SMKK. Dalam Proyek Akhir ini penulis merencanakan SMKK struktur atas pada pembangunan SMA Muhammadiyah 1 Gresik. Bangunan gedung ini akan ditinjau dari segi K3 Konstuksi pada lantai 3, 7 dan penthouse. Lantai 3 berada pada ketinggian +11.30 m, lantai 7 pada ketinggia +31.30 m dan lantai penthouse pada ketinggian +47.60 m.
Perencanaan Keselamatan Konstruksi meliputi identifikasi bahaya dan risiko, penilaian risiko, pengendalian risiko dengan menggunakan Teknik HAZOPS, serta sasaran dan program yang mengacu pada Peraturan Menteri PUPR RI Nomor 21/PRT/M/2019 tentang Pedoman Sistem Manajemen Keselamatan Konstuksi. Perencanaan anggaran biaya SMKK mengacu pada Surat Edaran Nomor 11/SE/M/2019 tentang Petunjuk Teknis Biaya Penyelenggaraan SMKK.
Pada Proyek Akhir ini menggunakan 2 jenis metode pelaksanaan. Perbedaan metode pelaksanaan ini hanya pada saat pekerjaan pengecoran, metode 1 menggunakan concrete pump yang digunakan pada lantai 3, sedangkan metode 2 menggunakan bucket cor yang digunakan pada lantai 7 dan lantai penthouse. Dari hasil analisa perencanaan ini, terdapat 175 risiko bahaya pada lantai 3, dan 178 risiko bahaya pada lantai 7 maupun lantai penthouse. Risiko bahaya tersebut terdiri dari kategori risiko rendah, sedang, tinggi dan ekstrim. Dan Rencana Anggaran Biaya SMKK yang dibutuhkan sebesar Rp 429,113,180.00 (Empat Ratus Dua Puluh Sembilan Juta Seratus Tiga Belas Ribu Seratus Delapan Puluh Rupiah)

Construction safety management system is part of the management system for the implementation of construction work in order to ensure the realization of construction safety. SMKK is very important because there are still frequent construction accidents in Indonesia. SMKK includes: OHS Policy, Construction Safety Unit Organization, Construction Safety Planning, and SMKK Cost Budget Plan. In this final project the authors plan the upper structure of SMKK in the construction of SMA Muhammadiyah 1 Gresik. This building will be reviewed in terms of K3 Construction on the 3rd, 7th floor and the penthouse. The 3rd floor is at an altitude of +11.30 m, the 7th floor is at +31.30 m and the penthouse floor is at a height of +47.60 m.
Construction Safety Planning includes hazard and risk identification, risk assessment, risk control using the HAZOPS technique, as well as targets and programs that refer to the Regulation of the Minister of PUPR RI Number 21/ PRT/M/2019 concerning Guidelines for Construction Safety Management Systems. SMKK cost budget planning refers to Circular Letter Number 11/SE/M/2019 concerning Technical Guidelines for Organizing SMKK Costs.
This final project uses 2 types of implementation methods. The difference in the method of implementation is only during casting work, method 1 uses a concrete pump which is used on the 3rd floor, while method 2 uses a cast bucket which is used on the 7th floor and the penthouse floor. From the results of this planning analysis, there are 175 hazards on the 3rd floor, and 178 hazards on the 7th floor and the penthouse floor. These hazards consist of low, medium, high and extreme risk categories. And the SMKK Budget Plan required is IDR 429,113,180.00. (Four Hundred Twenty Nine Million One Hundred Thirteen Thousand One Hundred Eighty Rupiah)
