Abstract
Bendungan Fila Tukutaha terletak di Desa Morba, Kecamatan Alor Barat Daya, Kabupaten Alor, Nusa Tenggara Timur. Secara geografis terletak pada koordinat 8˚ 16’ 17,92” Lintang Selatan dan 124˚ 32’ 4,85” Bujur Timur. Tampungan waduk direncanakan mampu untuk memenuhi kebutuhan air irigasi yang dapat dimanfaatkan seluas 468,09 hektar dan kebutuhan air baku di kecamatan Alor Barat Daya. Dalam memenuhi fungsinya seperti tersebut di atas, perlu adanya studi optimasi Bendungan Fila Tukutaha agar mampu memenuhi kebutuhan air irigasi dan air baku. Dengan adanya studi optimasi dapat diketahui pengaturan pemberian air yang baik pada pola tanam tertentu. Hal ini dimaksudkan agar ketersediaan air bendungan Fila Tukutaha dapat dimanfaatkan secara optimal. Dalam melakukan analisa optimasi dalam program liniar dilakukan dengan menggunakan program bantu POM-QM for Windows v.5.
Dari hasil analisa yang telah dilakukan, didapatkan beberapa kesimpulan yaitu debit inflow waduk diperoleh dari perhitungan debit aliran rendah dengan metode F.J Mock, kemudian ditentukan debit andalan terbesar adalah 1,09 m3/detik dan terkecil adalah 0,92 m3/detik.
Alternatif Pola Tanam yang paling optimal adalah Alternatif Pola Tanam 6 dengan masa awal tanam adalah Desember periode III. Besar kebutuhan air baku pada proyeksi tahun 2039 adalah sebesar 32,62 liter/detik pada kondisi normal, sedangkan pada kondisi jam puncak sebesar 57,08 liter/detik.

Fila Tukutaha reservoirs is located in Morba, Southwest
Alor, Alor, East Nusa Tenggara. Geographically, it is located at coordinates 8˚ 16' 17.92" South Latitude and 124 12 32' 4.85" East Longitude. The reservoir is planned for the irrigation of 468,09 hectars and raw water needs in Southwest Alor.
In fulfilling its functions as mentioned above, it is
necessary to analysis the optimization of the Fila Tukutaha reservoir in order for the irrigation and raw water needs. With the optimization study, it can be seen that the regulation of water supply is good for certain schedule planting. So, the availability of water from the Fila Tukutaha reservoir can be utilized optimally. In performing optimization analysis in linear programs, it is done by using the POM-QM for Windows v.5 program.
From the results of the analysis that has been carried out, several conclusions are obtained, namely the reservoir inflow discharge is obtained from the calculation of low flow discharge using the F.J Mock method, then the largest mainstay discharge is 1.09 m3
/second and the smallest is 0.92 m3/second. The most optimal alternative to schedule planting is Alternative Schedule Planting 6 with the initial planting period being December III. The demand for standard water needs in the 2039 projection is 32.62 liters/second under normal conditions, while at peak hours it is 57.08 liters/second.
