Abstract

Komposisi sampah fasilitas umum dari sampel penelitian di Kota Surabaya menunjukkan timbulan sampah didominasi oleh komposisi sampah dapat dikomposkan dengan nilai 71,54% pada Kecamatan Wonokromo, dan 68,15% pada Kecamatan Simokerto. Data DKRTH Surabaya pada tahun 2020 menunjukkan bahwa 40% sampah dari seluruh pasar yang ada di wilayah Surabaya Timur belum dikelola. Penyerapan dana terkait fasilitas 3R juga baru diserap sebesar 29,11%. Penelitian ini bertujuan untuk mengetahui skenario eksisting secara dinamis untuk kemudian menentukan skenario optimal yang dapat diterapkan untuk mengoptimalisasi pengelolaan sampah pasar wilayah cabang timur.
Pola pengelolaan sampah dianalisis menggunakan metode survei lapangan dan interview ke pihak-pihak terkait. Data jumlah sampah dikelola didapatkan dari PD Pasar Surya dan RK Wonorejo. Data lain yang diambil yaitu nilai komposisi sampah pasar dari pasar representatif. Seluruh data dianalisis untuk melihat kondisi eksisting dan potensi pengembanganya. Rencana pengembangan yang dibuat yaitu skenario optimalisasi skema pengelolaan eksisting, skenario reduksi sampah di sumber, dan skenario gabungan. Skenario dimodelkan secara dinamis untuk dapat ditentukan skenario optimal. Simulasi model dinamis dilakukan menggunakan perangkat lunak Vensim.
Timbulan sampah pada tahun 2020 adalah sebesar 6004,72 Ton. Timbulan sampah pasar dibagi menjadi pengumpulan menuju TPS terdekat, pengangkutan menuju Rumah Kompos Wonorejo, dan pengangkutan langsung menuju TPA Benowo. 10,85 Ton sampah tidak diangkut dan dibakar secara terbuka. Sampah yang diolah menjadi kompos di RK Wonorejo adalah sebesar 478,36 Ton. Timbulan sampah didominasi oleh food loss dengan komponen sayur dan buah sebesar 73,86. Dampak lingkungan emisi GRK sebesar 6.010,61 Ton CO2eq dan biaya pengelolaan sampah sebesar Rp 79.478.200,00. Hasil analisis model dinamis menunjukkan bahwa skenario optimal adalah skenario gabungan dengan nilai penurunan jumlah timbulan sampah di tahun 2030 sebesar 4,66%, timbulan sampah masuk TPA sebesar 7,20%, total emisi sebesar 9,24%, dan total biaya pengelolaan sampah sebesar 3,76%. Penerapan skenario perlu mempertimbangkan perubahan skema pengelolaan sampah, pengadaan fasilitas tambahan, dan waktu penerapan skenario.

Component analysis for solid waste from public facility in Surabaya City shows that solid waste component is dominated by compostable waste with the value of 71.54% in Wonokromo District and 68.15% in Simokerto District. Data from DKRTH Surabaya in 2020 shows that there are 40% of all markets in the East Surabaya are not been managed, while the average level of solid waste that can be composted by compost facilities is 75%. The use of funds for the provision related to 3R facilities has also only been used for 29.11% in 2020. This study aims to determine the existing scenario and then determine the optimal dynamic scenario that can be applied to optimize solid waste management system in the east branch market.
MSW Management Pattern analyzed using the method of field survey and interview. The data of solid waste amount is collected from PD Pasar Surya and RK Wonorejo. The other data collected is solid waste composition from representative market. All of the data analyzed to knowing the existing condition and the potential development. Development system planned are optimalization of existing scenario, source reduction scenario, and combined scenario. Scenarios are dynamic modelled to determine the optimal screnario. Dynamic models are simulated with Vensim software.
Solid waste generated in 2020 is 6,004.72 Ton. Solid waste generated are collected to nearby transfer station, collected to compost facilites, and transported directly to the Benowo Landfill. 10.85 Ton of solid waste are not collected and open-burned. The solid waste processed in the Wonorejo Compost Facilities is about 478.36 Ton. The solid waste component is dominated by vegetables and fruits of 73.86%. The total GHG generated is 6,010.61 Ton CO2eq and the total cost of MSW Management is Rp 79,478,200.00. The result of the dynamic model shows that the optimal scenario that can be applied is the combined scenario. The value of solid waste generated is decreased by 4.66% in 2030, the amount of solid waste transported to landfill is 7.20%, the emission generated is 9.63% and the total of MSW Management cost by 3.76%. The implementation of this screnario needs to consider the change of solid waste management pattern, procurement of additional facilites, and scenario implementation time,
