Abstract

PT X is a coal-fueled power plant, located in Cilegon, Banten. It complies to PT Perusahaan Listrik Negara (PLN) as the only power provider in Indonesia. Both entities share the same goal of providing 100 percent electrification for all households in Indonesia. However, PT X is facing uncertainties trying to answer the goal. Operational activities inside its planning and inventory are exposed to risks caused by weather conditions, human errors, and material frauds. Overall risk management is proposed to address operational risks inside the business process. It includes context determination, identification, analysis, evaluation, and treatment as suggested by ISO 31000:2018. Failure Mode Effect Analysis (FMEA) is a tool used to perform the identification, analysis, and evaluation of risks. Finally, treatments are given to the risks with categories of extreme, high, and medium risks. The decision is supported by Pareto analysis along with the company’s risk appetite. The results show that currently the company is exposed to 38 unique risks which produces a total of 59 effects. According to the Pareto analysis, only 33 of the 59 that should be considered as priority. The treatment options are 63.64 percent to reduce the risks and the remaining 36.36 percent to accept risk. Scenario 5 with 1.43 BCR value is considered as best. It is a combination of actions such as implement ERP, apply safety tools, and practice forward buying of coal.

PT X adalah pembangkit listrik berbahan bakar batubara yang berlokasi di Cilegon, Banten. Perusahaan ini memiliki hubungan dengan PT Perusahaan Listrik Negara (PLN) sebagai satu-satunya penyedia tenaga listrik di Indonesia. Kedua perusahaan memiliki tujuan yang sama untuk menyediakan 100 persen elektrifikasi untuk semua rumah tangga di Indonesia. Namun, PT X menghadapi ketidakpastian dalam menjawab tujuan tersebut. Kegiatan operasional dalam perencanaan dan inventarisnya menghadapi risiko yang disebabkan oleh cuaca, kesalahan manusia, dan penipuan material. Manajemen risiko secara keseluruhan diusulkan untuk mengatasi risiko operasional di dalam proses bisnis ini. Hal tersebut mencakup penentuan konteks, identifikasi, analisis, evaluasi, dan perbaikan seperti yang disarankan oleh ISO 31000:2018. Failure Mode Effect Analysis (FMEA) adalah alat yang digunakan untuk melakukan identifikasi, analisis, dan evaluasi risiko. Terakhir, perbaikan diberikan pada risiko dengan kategori risiko ekstrim, tinggi, dan sedang. Keputusan tersebut didukung oleh analisis Pareto dengan mempertimbangkan risk appetite perusahaan. Hasil penelitian menunjukkan bahwa saat ini perusahaan dihadapkan pada 38 risiko unik yang menghasilkan total 59 efek. Menurut analisis Pareto, hanya 33 dari 59 yang harus dipertimbangkan sebagai prioritas. Pilihan pengobatannya adalah 63,64 persen untuk mengurangi risiko dan sisanya sebesar 36,36 persen untuk menerima risiko. Skenario 5 dengan nilai BCR 1,43 dianggap sebagai yang terbaik. Nilai ini merupakan kombinasi beberapa tindakan seperti menerapkan ERP, menerapkan alat keselamatan, dan mempraktikkan forward buying untuk batu bara.
