Abstract
Abstrak— Keberadaan Ruang Terbuka Hijau
(RTH) di Kota Kendari memiliki peranan penting, salah
satunya adalah sebagai penyedia oksigen perkotaan. Seiring
dengan pertumbuhan jumlah penduduk dan meningkatnya
pembangunan dan penggunaan lahan di Kota Kendari,
terdapat beberapa masalah yakni luas dan kualitas RTH
yang berkurang dari tahun ke tahun dikarenakan kenaikan
jumlah penduduk tiap tahunnya, sedangkan kondisi dan
kualitas RTH tersebut berpengaruh terhadap ketersediaan
oksigen dalam skala perkotaan. RTH di Kota Kendari perlu
direncanakan berdasarkan kebutuhan oksigen dengan
memperhatikan kondisi dan luas eksisting RTH saat ini.
Perencanaan dilakukan dengan analisis
kebutuhan oksigen berdasarkan hasil perhitungan proyeksi
matematik jumlah penduduk, hewan, dan kendaraan yang
selanjutnya akan digunakan untuk menganalisa kebutuhan
RTH perkotaan. Hasil perhitungan tersebut kemudian
dibandingkan dengan kebutuhan oksigen Kota Kendari dan
juga RTH yang direncanakan berdasarkan Rencana Tata
Ruang Wilayah (RTRW) Kota Kendari Tahun 2030,
dimana dihasilkan selisih jumlah kebutuhan RTH
dibutuhkan untuk selanjutnya dilakukan perencanaan
RTH.
Menurut Peraturan Daerah Kota Kendari
Nomor 1 Tahun 2012 Tentang Rencana Tata Ruang
Wilayah (RTRW) Kendari Tahun 2030 mencapai yaitu 21%
dengan luas total RTH saat ini adalah 7.444 Hektar (Ha).
Dari hasil penelitian, diketahui bahwa berdasarkan
perhitungan jumlah kebutuhan oksigen Kota Kendari pada
tahun 2030 memerlukan luas RTH sebesar 5.363,7 Ha, yang
menunjukkan bahwa luasan RTH publik di Kota Kendari
masih mencukupi jika melihat kondisi eksisting RTH
perkotaan yaitu sebesar 10.184 Ha. Namun jika dilihat
ketersediaan RTH berdasarkan luas Kecamatan, terdapat
beberapa Kecamatan yang ketersediaan luas RTH nya
cukup mengkhawatirkan, yaitu Kecamatan Kendari Barat,
dimana ketersediaan RTH hanya mencapai 9% dari luas
wilayah Kecamatannya dan Kecamatan Kadia (29,05%).

The existence of Green Open Space (GOS) in Kendari City has an important role, one of them is as a provider of urban oxygen. Along with population growth, development, and land use in Kendari City, there are several problems such as the decreasing area and quality of GOS from year to year due to increasing population every year, while the condition and quality of GOS affect the availability of oxygen on an urban scale. GOS in Kendari City needs to be planned based on oxygen demand by taking into account the current condition and area of GOS.
The planning is based on the results of oxygen demand calculation by estimating number of residents, animals, and vehicles used, to analyze the need for further GOS for urban areas. The results of these calculations are then compared with the oxygen needs of Kendari City and also the GOS which is planned based on the Kendari City Spatial Planning year 2030, where the difference in the amount of GOS needs is needed for further GOS planning.
According to the Kendari City Regional Regulation Number 1 of 2012 concerning the 2030 Kendari Spatial Planning it reached 21% with the total area of GOS currently being 7,444 hectares. From the results of the study, it is known that based on the calculation of the amount of oxygen demand in Kendari City in 2030 it requires an area of GOS of 5,363.7 hectares, which indicates that the area of public GOS in Kendari City is still sufficient if you look at the existing conditions of urban GOS, which is 10,184 hectares. However, if we look at the availability of green open space based on the area of the sub-district, there are several sub-districts whose availability of GOS is quite worrying, namely West Kendari District, where the availability of GOS only reaches 9% of the total area of the subdistrict and Kadia subdistrict (29.05%).
