Abstract

Proyek Pembangunan Peningkatan Kualitas Pemukiman Kumuh Kota Malang Kawasan Polehan-Kauman atau yang biasa disebut proyek Malang Heritage memiliki nilai kontrak senilai Rp 23.079.435.193 dan memiliki waktu pelaksanaan selama 300 hari kalender. Jika proyek mengalami keterlambatan maka akan berdampak pada banyak stakeholder terkait serta mempengaruhi kinerja biaya dan waktu pelaksanaannya. Oleh karena itu diperlukan adanya fungsi pengawasan dan pengendalian proyek.
Tujuan dari penelitian Tugas Akhir ini adalah untuk melakukan analisis kinerja biaya dan waktu proyek serta memperkirakan biaya akhir proyek. Salah satu cara untuk melakukan analisis kinerja proyek adalah menggunakan metode Earned Value. Kinerja proyek dianalisis berdasarkan hasil perhitungan Schedule Performance Index (SPI) dan Cost Performance Index (CPI). Pada penelitian Tugas Akhir ini dilakukan juga uji normalitas pada nilai SPI dan CPI yang diperoleh untuk mengetahui apakah nilai tersebut berdistribusi normal.
Penelitian Tugas Akhir ini ditinjau selama 20 minggu yaitu dari minggu ke-20 hingga minggu ke-39 proyek. Hasil analisis pada minggu ke-39 didapatkan bahwa biaya yang dikeluarkan lebih kecil dari yang direncanakan dan waktu pelaksanaan sedikit lebih lama dari rencana, ditunjukan dengan nilai SPI = 0,9858 (SPI <1) dan nilai CPI = 1,084 (CPI >1). Hasil analisis perkiraan biaya akhir proyek sebesar Rp 21.293.322.260 dengan waktu pelaksanaan 44 minggu yang berarti proyek mengalami keterlambatan selama 1 minggu. Berdasarkan uji normalitas Komolgrov Smirnov didapatkan data SPI dan CPI berdistribusi normal.

Development project of slums in Polehan-Kauman Malang city, or usually called Malang Heritage Project have a contract value of Rp 23.079.435.193 and have to be completed within a period of 300 days. The delay of the project completion may cause a lot of negative effect on the project’s stakeholder, and will effect the cost and time performance of the project. Therefore project supervision and control is needed.
The purpose of this research is to analyze the cost and time performance of the project and estimate the final cost of the project. One way to analyze project performance is to use the Earned Value method. Project performance was analyzed based on the calculation results of the Schedule Performance Index (SPI) and Cost Performance Index (CPI). In this study, normality tests were also carried out on the obtained SPI and CPI values to determine whether these values were normally distributed.
Controlling performance is reviewed for 20 weeks from week of 20 until week of 39. The results of the analysis at week 39 showed that the costs were lower than budgeted costs and a slower implementation of the plan schedule indicated by the SPI value = 0,9858 (SPI <1) and by the CPI value = 1,084 (CPI >1). The results of the analysis of the final project cost estimate of Rp 21.293.322.260 with an implementation time of 44 weeks, which means the project delayed for 1 week. Based on the Komolgrov Smirnov normality test, the SPI and CPI data were normally distributed.
