Abstract

Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) adalah upaya pengendalian kecelakaan kerja yang wajib diterapkan oleh seluruh manajemen perusahaan. Pusat Grosir Surabaya (PGS) merupakan gedung bertingkat tujuh yang difungsikan sebagai pusat perbelanjaan dan termasuk dalam klasifikasi bahaya kebakaran sedang 3. Potensi bahaya kebakaran yang tinggi dapat menimbulkan kerugian besar, sehingga perencanaan SMK3 perlu dirancang agar dapat mengantisipasi terjadinya kebakaran. Tujuan penelitian tugas akhir ini yaitu melakukan pemetaan potensi risiko kebakaran menggunakan metode HIRARC berdasarkan seluruh aktivitas operasional baik rutin maupun non-rutin di PGS. Dari pemetaan tersebut, diketahui terdapat 2 potensi kebakaran tingkat extreme, 7 tingkat high, dan 6 tingkat moderate. Oleh karena itu, diperlukan adanya pengendalian kebakaran dengan mengevaluasi rancangan sarana tanggap darurat. Kebutuhan sarana tanggap darurat perlu disesuaikan dengan Standar Nasional Indonesia agar dapat menjamin keselamatan pekerja maupun pengunjung di PGS. Evaluasi sarana dan prasarana kebakaran terdiri dari Emergency Response Plan (ERP), sarana proteksi aktif, dan sarana proteksi pasif. ERP merupakan sarana dalam menghadapi keadaan darurat yang terdiri dari pintu darurat, tangga darurat, titik kumpul, dan jalur evakuasi beserta tanda petunjuknya. Perlunya rancangan yang sesuai dengan standar agar dapat mengevakuasi seluruh estimasi kapasitas pengunjung di PGS. Sedangkan evaluasi sarana proteksi aktif dan pasif bertujuan untuk melakukan penilaian apakah kondisi di PGS telah sesuai dengan standar. Berdasarkan hasil penilaian keandalan bangunan terhadap proteksi kebakaran, didapatkan bahwa PGS memiliki tingkat keandalan yang cukup aman dengan nilai 78,51. Rekomendasi perbaikan yang diberikan pada penelitian tugas akhir ini berupa tindakan mitigasi kebakaran baik sarana maupun fire safety management yang dapat dipertimbangkan oleh pengelola PGS sebagai salah satu perencanaan SMK3.

The Occupational Health and Safety Management System (OHSM) is a systematic approach to control work accidents that must be implemented by all company management. PGS is one of the shopping centers with 7 floors building or 31 meters tall located in Surabaya. This building is classified as a medium level fire hazard. Regarding to the high potential fire hazard, the planning of OHSM needs to be designed in order to anticipate fire occurrences. The purpose of this final project research is to mapping the potential fire risk using the HIRARC method based on all operational activities, both routine and non-routine at PGS. Based on the result of fire risk mapping, it is known that there are 2 extreme fire risk level, 7 high fire risk level, and 6 moderate fire risk level. Therefore, it is necessary to mitigate the fire accident by evaluating the design of emergency response facilities. The implementation of emergency response facilities needs to be adjusted to the Indonesian National Standard in order to ensure the safety of workers and visitors at PGS. The evaluation of the emergency response facilities consists of an Emergency Response Plan (ERP), active fire protection, and passive fire protection of construction. This research aiming to evaluate the ERP consisting of emergency exits, emergency stairs, assembly points, and evacuation routes along with the signs. ERP needs to be evaluated to match the entire estimated visitor capacity at PGS when an incident occurs. Based on the results of the building's reliability assessment of fire protection, PGS has a fairly adequate level with a value of 78.51. The recommendations for improvement given in this final project are in the form of fire mitigation actions and fire safety management as well that can be considered by PGS managers as one of the OHSM plans.
