Abstract

Penerapan SPBE di Indonesia saat ini mengalami beberapa hambatan, lebih dari 50% instansi pemerintah membelanjakan anggaran untuk pengadaan perangkat lunak serupa antar instansi, penggunaan server dan pusat data yang masih kecil di bawah 40%. Ego sektoral antar instansi pemerintah menjadi salah satu sebab penerapan SPBE tidak optimal dan sesuai harapan. Tujuan penerapan SPBE untuk mewujudkan tata kelola pemerintahan dan pelayanan publik yang bersih, efektif, efisien, akuntabel dan terpercaya. Pemerintah melalui KemenPANRB menerbitkan Peraturan Pemerintah Nomor 5 Tahun 2020 sebagai pedoman bagi instansi pemerintah dalam penerapan manajemen risiko SPBE sebagai aturan turunan dari Peraturan Presiden Nomor 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik.
Pengadaan barang dan jasa secara elektronik (e-procurement) merupakan penerapan dari SPBE tidak luput dari risiko – risiko yang perlu diidentifikasi, dianalisis, dievaluasi dan dipantau. Bagian Pengadaan Barang dan Jasa Kabupaten Magetan dalam tugas pokok dan fungsinya sebagai instansi yang melaksanakan pengadaan barang dan jasa berkewajiban melakukan manajemen risiko SPBE untuk menjamin tercapainya sasaran dan tujuan dari proses tersebut. Dalam penelitian ini, peneliti menggunakan COBIT 5 for risk dan ISO 31000:2018 sebagai framework dalam melakukan analisa manajemen risiko SPBE. Tujuan dari penelitian adalah memberikan gambaran proses manajemen risiko dan menghasilkan rekomendasi terkait manajemen risiko SPBE. Hasil dari penelitian diperoleh 20 risiko dan rekomendasi pengendalian sebanyak 23 rekomendasi yang dapat digunakan menjadi panduan dalam penyusunan manajemen risiko SPBE.

The implementation of e-government in Indonesia is currently experiencing several obstacles, more than 50% of government organization spend the budget for the procurement of similar software between organization, the use of servers and data centers is still small below 40%. Sectoral ego between government organization is one of the reasons why the implementation of government is not optimal and in line with expectations. The purpose of implementing government is to realize clean, effective, efficient, accountable, and reliable governance and public services. The government through the KemenPANRB issued Government Regulation Number 5 of 2020 as a guide for government agencies in implementing government risk management as a derivative rule of Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems.
Procurement of goods and services electronically (e-procurement) is an application of the SPBE that does not escape risks that need to be identified, analyzed, evaluated, and monitored. The Procurement of Goods and Services Section of Magetan Regency in its main duties and functions as the agency that carries out the procurement of goods and services is obliged to carry out government risk management to ensure the achievement of the goals and objectives of the process. In this study, researchers used COBIT 5 for risk and ISO 31000:2018 as a framework for analyzing government risk management. The purpose of the research is to provide an overview of the risk management process and produce recommendations related to government risk management. The results of the study obtained 20 risk and 23 control recommendations that can be used as a guide in the preparation of government risk management.
