Abstract
Jalan berfungsi sebagai konektivitas antarwilayah. Probolinggo dan Banyuwangi, merupakan wilayah yang terletak di provinsi Jawa Timur, yang dihubungkan dengan jalur Pantai Utara. Jalan tol yang bertujuan salah satunya untuk memperlancar lalu lintas. Pembangunan Jalan - Tol Probolinggo-Banyuwangi direncanakan untuk menghubungkan kabupaten Probolinggo dan kabupaten Banyuwangi. Agar perencanaan Jalan Tol Probolinggo-Banyuwangi efisien dan layak investasi, perlu adanya pelaksanaan evaluasi kelayakan Jalan Tol Probolinggo-Banyuwangi dari segi ekonomi dan finansial. Evaluasi kelayakan jalan tol Probolinggo-Banyuwangi ini menggunakan metode Jasa Marga. Nantinya akan dianalisis Biaya Operasional Kendaraan dan nilai waktu dan kemudian perhitungan trip assignment untuk mengetahui jumlah kendaraan yang berpindah dari jalan nasional Probolinggo-Banyuwangi ke jalan tol rencana. Untuk menganalisis kelayakan dari aspek ekonomi, digunakan parameter Benefit Cost Ratio (BCR), Net Present Value, dan Internal Rate of Return sehingga dapat diketahui penghematan yang didapatkan oleh pengguna jalan ketika melewati Jalan Tol Probolinggo-Banyuwangi. Sedangkan untuk analisis kelayakan dari aspek finansial, digunakan parameter Benefit Cost Ratio , Net Present Value , Internal Rate of Return , serta Payback Period. Setelah di analisa dinyatakan bahwa proyek Jalan Tol Probolinggo-Banyuwangi memiliki nilai derajat kejenuhan pada jalan nasional with project adalah sebesar 0,55 pada tahun 2024, sedangkan untuk jalan nasional without project didapatkan sebesar 0,67. Analisa kelayakan ekonomi telah memenuhi pedoman yang ditinjau dan menyatakan bahwa proyek layak dengan nilai NPVe Rp54.972.572.042.962, nilai BCRe sebesar 3,189, dan EIRR sebesar 6,7%. Namun untuk analisa kelayakan finansial menyatakan proyek tidak layak untuk dilaksanakan, baik menggunakan suku bunga sebagai acuan, maupun MARR perusahaan sebagai acuan. Untuk suku bunga sebagai acuan didapatkan NPVf -Rp10.074.299.894.469, BCRf 0,599; FIRR 3,28% dan PP melebihi masa konsesi 35 tahun. Untuk MARR perusahaan sebagai acuan didapatkan NPVf -Rp17.233.979.248.285, BCRf 0,31, FIRR 2,23% dan PP melebihi masa konsesi 35 tahun. Lalu untuk Viability Gap Funding didapatkan Rp.10.074.299.894.469 yang diantaranya dialokasikan untuk biaya pembebasan lahan.

Roads function as inter-regional connectivity. Probolinggo and Banyuwangi, are areas located in the province of East Java, which are connected by the North Coast route. One of the goals of the toll road is to facilitate traffic. The construction of the Probolinggo-Banyuwangi Toll Road is planned to connect Probolinggo and Banyuwangi districts. In order for the planning of the Probolinggo-Banyuwangi Toll Road to be efficient and investment-worthy, it is necessary to carry out an evaluation of the feasibility of the Probolinggo-Banyuwangi Toll Road from an economic and financial perspective. Evaluation of the feasibility of the Probolinggo-Banyuwangi toll road uses the Jasa Marga method. Later, the Vehicle Operational Cost and time value will be analyzed and then the trip assignment calculation will be carried out to determine the number of vehicles moving from the Probolinggo-Banyuwangi national road to the planned toll road. To analyze the feasibility of the economic aspect, the parameters Benefit Cost Ratio (BCR), Net Present Value, and Internal Rate of Return are used so that it can be seen the savings obtained by road users when passing the Probolinggo-Banyuwangi Toll Road. Meanwhile, for the feasibility analysis from the financial aspect, the parameters Benefit Cost Ratio, Net Present Value, Internal Rate of Return, and Payback Period are used. After the analysis, it is stated that the Probolinggo-Banyuwangi Toll Road project has a degree of saturation on the national road with project of 0.55 in 2024, while for the national road without project it is 0.67. The economic feasibility analysis has met the guidelines reviewed and stated that the project is feasible with an NPVe value of Rp. 54,972,572,042,962, a BCRe value of 3,189, and an EIRR of 6.7%. However, the financial feasibility analysis stated that the project was not feasible to implement, either using the interest rate as a reference, or the company's MARR as a reference. For the interest rate as a reference, the NPVf is -Rp10,074,299,894,469, BCRf 0,599; FIRR 3.28% and PP exceeds the concession period of 35 years. For the company's MARR as a reference, NPVf -Rp17,233,979,248,285, BCRf 0.31, FIRR 2.23% and PP exceeding the concession period of 35 years. Then for Viability Gap Funding, Rp. 10,074,299,894,469 was obtained, of which it was allocated for land acquisition costs.
