Abstract

Suroboyo Bus merupakan salah satu solusi kemacetan lalu lintas di Kota Surabaya yang semakin tidak terkontrol. Rute Middle East Ring Road (MERR) merupakan rute yang mulai dioperasikan pada Agustus 2019, sebagai realisasi pemerintah atas permintaan masyarakat yang tinggi terhadap Suroboyo Bus. Pemetaan tingkat permintaan penumpang dilakukan menggunakan Analytical Hierarchy Process, dengan menggunakan kriteria sosial dengan bobot sebesar 63,1% dan kriteria lingkungan sebesar 36,9%. Berdasarkan hasil pembobotan AHP, parameter yang mempengaruhi dalam rekomendasi tempat perhentian adalah sebaran fasilitas umum, jangkauan jalan menuju rute utama, serta kepadatan penduduk. Melalui pemetaan tingkat permintaan penumpang, didapatkan rekomendasi bahwa perlu dilakukan adanya perpanjangan rute pada wilayah dengan tingkat permintaan tinggi di sepanjang Jalan Kenjeran dan Jalan Kedung Cowek. Berdasarkan pengolahan Network Analysis, direkomendasi 3 lokasi perencanaan halte baru, yaitu pada bus stop Pandugo, Semampir, serta Kedung Cowek. Analisis kelayakan tata letak halte dan tempat pemberhentian bus (TPB) menggunakan service area analysis dengan beracuan pada Pedoman Teknis Perekayasaan Tempat Perhentian Kendaraan Penumpang Umum, didapatkan sebanyak 6 tempat perhentian yang perlu dilakukan relokasi karna tidak memenuhi aturan tata letak halte/TPB, yaitu pada bus stop RSIA 1 dan 2, bus stop Gunung Anyar Timur 2, bus stop Pandugo 2, serta bus stop Kedung Baruk dan Dinamika.

Suroboyo Bus is one of the solutions to traffic congestion in Surabaya, which is getting out of control. The Middle East Ring Road (MERR) route is a route that started Operating in August 2019, as a realization of the government's high demand for Suroboyo Bus. The
level of passenger demand is mapped is using the Analytical
Hierarchy Process, using social criteria with a weight of 63.1% and environmental criteria of 36.9%. Based on the results of AHP, the parameters that influence the recommendation of bus stop locations are the distribution of public facilities, the range of roads to the main routes, and population density. Through mapping the level of
passenger demand, a recommendation was obtained that it is
necessary to extend the route in areas with high demand along Kenjeran road and Kedung Cowek road. Based on Network Analysis processing, 3 recommendations are made to plan a new bus stop at the Pandugo, Semampir, and Kedung Cowek. The feasibility analysis of the placement of the bus stops was done using the service area analysis with reference to the Technical Guidelines for Engineering Public Passenger Vehicle Stops, 6 stops were obtained to be relocated, namely at RSIA 1 and 2, Gunung Anyar Timur 2, Pandugo 2, Kedung Baruk and Dinamika bus stops
