Abstract
Agar dapat bersaing secara kompetitif, perusahaan-perusahaan di seluruh dunia saat
ini dituntut untuk memiliki competitive advantage yang baik. Salah satu aspek yang
perlu ditingkatkan adalah aspek sumber daya manusia. Untuk itu, program
pendidikan dan pelatihan bagi karyawan merupakan salah satu bentuk program
investasi yang dilakukan perusahaan. Namun, banyak perusahaan masih belum
menggunakan metode evaluasi pelatihan yang memperhitungkan dampak pelatihan
bagi perusahaan dan pengukuran tingkat pengembalian (return). Salah satu dari
beberapa perusahaan ini adalah PT Petrokimia Gresik, yang juga mencatat
pengeluaran hingga Rp38,34 Miliar untuk anggaran pelatihan dan pengembangan.
Oleh karena itu, diperlukan adanya evaluasi pelatihan yang dapat digunakan
sebagai alat ukur yang tepat untuk membantu mengidentifikasi manfaat pelatihan,
implikasi keuntungan bagi perusahaan, dan sebagai landasan perbaikan pelatihan
kedepannya. Untuk menunjang tujuan tersebut, dilakukan perancangan evaluasi
pelatihan dengan menggunakan metode pengukuran Business Impact dan Return on
Training Investment (ROTI) dari pelatihan tersebut. Tahapan yang dilakukan pada
penelitian ini adalah Penyusunan Pedoman Pengukuran Business Impact dan Return
on Training Investment, Perhitungan Business Impact, Perhitungan Return on
Training Investment, serta Perhitungan Improvement Value Pelatihan. Dari hasil
penelitian didapatkan 3 alternatif pedoman evaluasi pelatihan serta nilai Business
Impact dan Return on Training Investment (ROTI) pada pelatihan Cathodic Level
I sebesar Rp. 59.532.520 dan 424,2% yang diukur melalui Muhammad Zulfi
Alfarisi dan Rp. 63.424.161 dan 469,1% yang diukur melalui Faris Rasyadi, pada
pelatihan Managing Quality Control sebesar Rp. 136.894.256. dan 447% yang
diukur melalui Bagas Dwi Prayogo, Rp. 31.222.877 dan 24,8% yang diukur melalui
Fandi Akhmad, dan Rp. 12.712.904 dan -49,2% yang diukur melalui Indra Bagus
Purnomo, serta Rp. 88.726.178 dan 254,6% yang diukur melalui Jazuli Mustofa.

In order to compete competitively, companies around the world are currently
required to have a good competitive advantage. One aspect that needs to be
improved is the human resource aspect. For this reason, education and training
programs for employees are one form of the biggest investment program carried out
by the company. However, many companies still do not use training evaluation
methods that take into account the impact of training on companies and measure
returns. One of these companies is PT Petrokimia Gresik, which also recorded
expenditures of up to IDR 38.34 billion for training and development budgets.
Therefore, it is necessary to have a training evaluation that can be used as an
appropriate measuring tool to help identify the benefits of training, the implications
of benefits for the company, and as a basis for future training improvements. To
support this objective, a training evaluation was designed using the Business Impact
and Return on Training Investment (ROTI) measurement methods to evaluate the
training. The steps carried out in this research are the preparation of guidelines for
measuring business impact and return on training investment, calculation of
business impact, calculation of return on training investment, and calculation of
training improvement value. From the results of the study there are 3 alternative
training evaluation guidelines and also the value of Business Impact and Return on
Training Investment (ROTI) which are in the Cathodic Level I training of Rp.
59,532,520 and 424.2% as measured by Muhammad Zulfi Alfarisi and Rp.
