Abstract

Surabaya merupakan pusat bisnis, perdagangan,
industri, dan pendidikan di kawasan timur Pulau Jawa dan
sekitarnya, hal ini menyebabkan permintaan pergerakan di Kota Surabaya tinggi dan terjadinya kemacetan pada jam-jam tertentu. Salah satu upaya pemerintah untuk menangani
masalah ini adalah membangun transportasi umum massal
Suroboyo Bus. Penerapan congestion pricing diharapkan
mampu berfungsi sebagai faktor pendorong pengguna jalan
untuk berpindah moda ke angkutan umum. Penelitian ini
digunakan untuk mengetahui probabilitas perpindahan moda
kendaraan pribadi ke angkutan umum Suroboyo Bus akibat
penerapan Congestion Pricing di Jalan Raya Darmo, Jalan Urip Sumoharjo dan Jalan Basuki Rahmat.
Metode penelitian yang digunakan yaitu analisis regresi
logistik biner untuk mengetahui faktor yang mempengaruhi
kesediaan pengguna jalan untuk berpindah moda dari angkutan pribadi (mobil dan motor) ke Suroboyo Bus. Selanjutnya, dilakukan analisis binomial logit selisih berdasarkan data stated preference untuk menghasilkan pemodelan probabilitas perubahan moda dari angkutan pribadi ke Suroboyo Bus akibat penerapan congestion pricing berdasarkan selisih biaya perjalanan dan selisih waktu perjalanan.
Hasil studi menunjukkan bahwa terdapat beberapa
variabel yang mempengaruhi kesediaan pengguna jalan untuk
berpindah moda dari angkutan pribadi ke Suroboyo Bus akibat penerapan congestion pricing. Variabel yang mempengaruhi kesediaan berpindah bagi kendaraan roda dua adalah variabel pendidikan terakhir, biaya parkir, dan frekuensi perjalanan. Sedangkan variabel yang mempengaruhi kesediaan berpindah bagi kendaraan roda empat adalah variabel pendapatan, biaya parkir, dan maksud perjalanan. Probabilitas tertinggi terkait kesediaan perpindahan moda pada pengguna roda dua yaitu
pada skenario 1 dengan selisih biaya perjalanan sebesar Rp 8.000 dan selisih waktu perjalanan sebanyak -20 menit. Hal ini menunjukkan bahwa pengguna kendaraan roda dua lebih mementingkan penghematan biaya. Sedangkan probabilitas tertinggi pada pengguna roda empat, yaitu pada skenario 6 dengan selisih biaya perjalanan sebesar -Rp 20.000 dan selisih waktu perjalanan sebanyak 25 menit. Hal ini menunjukkan bahwa pengguna kendaraan roda empat lebih mementingkan penghematan waktu.

Surabaya is the center of business, commercial, industry, and education in the eastern part of Java Island and
its surroundings, this causes high demand for movement in
Surabaya and congestion during certain hours. One of the
government's efforts to deal with this problem is to build mass public transportation Suroboyo Bus. The implementation of congestion pricing is expected to be a push factor for road users to switch modes to public transportation. This study aims to determine the probability of moving private vehicle mode toSuroboyo Bus due to the implementation of congestion pricing on Jalan Raya Darmo, Jalan Urip Sumoharjo, and Jalan Basuki Rahmat.
The research method used is binary logistic regression
analysis to determine the factors that affect the willingness of road users to switch modes from private vehicles (cars and motorcycles) to Suroboyo Bus. Furthermore, binomial logit analysis is conducted based on stated preference data to produce modeling of the probability of changing modes from private vehicles to Suroboyo Bus due to the implementation of congestion pricing based on differences in travel costs and travel time.
The results showed that several variables affect the
willingness of road users to switch modes from private vehiclesto Suroboyo Bus due to the implementation of congestion pricing.Variables that affect the willingness to move for two-wheeled vehicles are the last educational variables, parking fees, and frequency of travel. While, the variables that affect the willingness to move for four-wheeled vehicles are income, parking fees, and travel intent. The highest probability of the willingness to switch modes in two-wheeled users is scenario 1, with a travel cost difference of Rp 8,000 and a travel time
difference of -20 minutes. This suggests that users of two-wheeled vehicles are more concerned with cost savings. In contrast, the highest probability in four-wheel users is scenario 6, with a travel costs difference of -Rp 20,000 and a travel time difference of 25 minutes. This suggests that users of four-wheeled vehicles are more concerned with saving time.
