Abstract

Kecamatan Wonoasih merupakan penghasil bawang merah terbesar di Kota Probolinggo. Kesejahteraan petani bawang merah di Kecamatan Wonoasih terancam karena kenaikan harga bahan pangan dan upah yang lebih tinggi dari harga jual bawang merah, serta fluktuasi harga bawang merah yang terjadi setiap tahun saat panen raya dan musim hujan. Selain itu, jumlah pengangguran terus meningkat sebanyak 8771 jiwa (tahun 2018) hingga angka 8869 jiwa
(tahun 2020). Terdapat beberapa UMKM produk olahan bawang
merah, namun belum optimal dalam proses produksi dan
pengolahannya. Dimana saat ini permintaan pasar terhadap produk olahan bawang merah cukup tinggi. Sehingga dibutuhkan arahan pengembangan produk olahan bawang merah.
Penelitian ini bertujuan menentukan arahan pengembangan
UMKM produk olahan bawang merah berdasarkan konsep Pengembangan Ekonomi Lokal (PEL). Metode dan teknik analisis yang digunakan untuk identifikasi dan penentuan produk olahan bawang merah berdasarkan preferensi stakeholder yaitu analisis deskriptif kualitatif; penentuan faktor-faktor prioritas pengembangan produk olahan menggunakan Analytical Hierarchy Process (AHP); identifikasi kondisi eksisting faktor-faktor prioritas pengembangan menggunakan analisis deskriptif kualitatif; dan perumusan arahan pengembangan berdasarkan konsep PEL menggunakan analisis triangulasi.
Produk olahan bawang merah yang akan dikembangkan adalah bawang merah goreng dan tepung bawang merah. Terdapat 5
(lima) aspek dan 20 (dua puluh) faktor prioritas pengembangan produk olahan bawang merah. Kondisi eksisting faktor-faktor prioritas pengembangan produk olahan bawang merah belum sesuai dengan kondisi ideal (SOP). Selain itu UMKM baru hanya memproduksi bawang merah goreng. Arahan pengembangan produk olahan bawang merah yaitu, melakukan sosialisasi dan pelatihan
proses produksi dan pemanfaatan teknologi, menambah jumlah tenaga kerja sesuai standart kualifikasi (aspek sumber daya manusia); merekrut tenaga sales dan pemasaran terpusat, perlu adanya QC pada tiap proses produksi (aspek manajemen); menyediakan bahan baku minimal 200 kg bawang merah untuk tiap UMKM, memisahkan ruang proses produksi UMKM dengan aktivitas rumah tangga (aspek material); pemanfaatan teknologi terbaru, penambahan kapasitas daya listrik untuk pemanfaatan teknologi proses produksi (aspek sarana dan prasarana pendukung); perlu strategi pemasaran secara online dan peningkatan strategi pemasaran secara offline, melakukan proses produksi secara kontinyu (5 hari kerja) untuk menghasilkan 60 kg bawang merah goreng dan 50 kg tepung bawang merah per bulan (aspek pemasaran).

Wonoasih District is the largest shallot producer in
Probolinggo City. The welfare of shallot farmers in the Wonoasih District is threatened by the increasing food prices and labor wages which are higher than the selling price of shallots, furthermore threatened by the fluctuations in shallots price occur every year during the harvest and rainy seasons. In addition, the number of unemployed continues to rise from 8771 people (in 2018) to 8869 people (in 2020). Several MSMEs are working on processed shallot products but were not optimal in producing and processing the products. As the current market demand for processed shallot products is high, it is necessary to have a development strategy for the aforesaid.
This study aims to determine the development strategy of
processed shallot products-focused MSMEs based on the concept of Local Economic Development (LED). The analytical method used for the identification and determination of stakeholder preferences-based processed shallot products is qualitative descriptive analysis; determination of the priority factors for products development uses Analytical Hierarchy Process (AHP); identification of the existing conditions of development priority factors use qualitative descriptive analysis; the formulation of a development strategy based on the LED concept uses triangulation analysis.
The study identified two processed shallot products to be
developed, fried shallots and shallot-based flours. This study acknowledges 5 (five) aspects and 20 (twenty) product development priority factors. This study reveals that the existing conditions of the aforementioned development factors do not comply with the ideal conditions (SOP). In addition to that, newly established MSMEs only produce fried shallots. This research proposes a development strategy for processed shallot products as the following: conduct socialization as well as training on the production process and application of production technology, increase the number of workers according to qualification standards (human resources aspect); recruit centralized sales and marketing personnel, perform QC in each production process (management aspect); provide raw materials for at least 200 kg of shallots for each MSME, separate the MSME production space from household activities (material aspect); utilization of the latest technology, increase electrical power capacity to allow the application of production technology (supporting facilities and infrastructure aspect); development of an online marketing strategy and improvement in offline marketing strategy, carry out the production process continuously (5 working days per week) to produce 60 kg of fried shallots and 50 kg of shallot-based flours per month (marketing aspect)
