Abstract
Kinerja merupakan salah satu indikator yang diperlukan dalam sebuah program dan kegiatan. Kinerja pegawai dapat dipengaruhi oleh kepemimpinan dan budaya organisasi yang tumbuh pada sebuah organisasi. Selain variabel kepemimpinan dan budaya organisasi, penelitian sebelumnya juga menyatakan bahwa komitmen dapat mempengaruhi kinerja. Keterlibatan pegawai merupakan hal yang berpengaruh dalam realisasi kinerja. Seksi Pelaksana Instansi XYZ berada di bawah naungan Kementerian Pekerjaan Umum dan Perumahan Rakyat dimana visinya adalah mewujudkan permukiman perkotaan yang layak huni dan berkelanjutan melalui peyediaan infrastruktur keciptakaryaan. Menurut Peraturan Menteri PUPR No. 16 Tahun 2020 tugas Seksi Pelaksana adalah melakukan penyusunan rencana dan analisis teknis, pengendalian teknis, pemantauan dan evaluasi, penyusunan perjanjian dan laporan kinerja, pelaksanaan dan pengendalian teknis lima bidang keciptakaryaan. Dalam usaha meningkatkan kinerja dapat dilaksanakan dengan pendekatan sumber daya manusia melalui kepemimpinan, budaya organisasi, komitmen, dan kinerja. Tujuan dari penelitian adalah mengetahui keberpengaruhan gaya kepemimpinan, budaya organisasi, dan komitmen terhadap kinerja. Dari keberpengaruhan tersebut dilakukan analisis untuk membuat rekomendasi manajerial bagi organisasi. Penelitian dilakukan dengan menyebarkan kuisioner kepada 40 pegawai Seksi Pelaksana Instansi XYZ. Penelitian dianalisis dengan menggunakan metode Structural Equation Modelling (SEM) - Partial Least Square (PLS) dengan bantuan software PLS. Pada hasil analisis penelitian menunjukkan bahwa kepemimpinan dan budaya organisasi berpengaruh signifikan terhadap kinerja dengan nilai signifikansi 2,38 dan 2,188, sedangan komitmen dengan nilai signifikansi 1,606 tidak berpengaruh secara signifikan terhadap kinerja. Dalam implikasi manajerial yang dapat diterapkan pada organisasi dapat dilihat dari indikator dengan loading factor tertinggi yaitu menunjukkan gaya kepemimpinan suportif yang dikombinasikan dengan gaya kepemimpinan transaksional dan budaya organisasi hirarki yang dikombinasikan dengan budaya organisasi komunitas.

Performance is one of the key indicators in a program and activity. Employee performance can be influenced by the leadership and organization culture that grows in the organization. Pervious research state in addition leadership and culture organization, commitment also affect the employee performance. The involvement of employees is important in building performance. Implementing Division of XYZ Agency that is under auspices of Ministry of Public Works and Housing has vision to realize comfortable and sustainable urban housing through procurement of human settlements infrastructure. As stated in Regulaion of Minister of Public Work and Housing No. 16 of 2020, the duties of the Implementing Division is to carry out technical planning and analysis, technical control, monitoring and evaluation, preparation of agreements and performance reports, implementation and technical control of the human settlements infrastructure. Performance quality can be improved with human resource management through leadership, organizational culture, commitment, and performance. The purpose of this research is to analyse the influence of leadership style, organization culture, and commitment into performance. Then analysis the recommendation based from the influential variable. This research conducted by giving questioners to 40 employees of Implementing Division of XYZ Agency. This research analyzed by using Structural Equation Modelling (SEM) - Partial Least Square (PLS) method with PLS software. The results of the research analysis show that leadership and organizational culture have a significant effect on performance with t-significance 2.38 and 2.188, while commitment with t-significance 1.606 does not significantly affect performance. In managerial implications that can be applied to organizations, it can be seen from the highest factor loading of indicator. Showing a supportive leadership style combined with transactional leadership style and hierarchical organizational culture combined with community organizational culture. Those recommendations can be use for improve the performance.
