Abstract
Kota Surabaya dilalui sesar aktif Waru dan Surabaya dengan kecepatan 0,05mm/tahun dan berpotensi menyebabkan gempa dengan kekuatan 6,0-6,9 SR. Bencana tersebut dapat berdampak pada kerusakan infrastruktur jaringan kelistrikan yang merupakan salah satu infrastruktur kritis yang dibutuhkan untuk operasional infrastruktur atau kegiatan lainnya. Sementara, tingkat kesiapan infrastruktur kelistrikan di masa tanggap darurat Kota Surabaya masih rendah yaitu 0-34%. Oleh sebab itu, dibutuhkan perumusan konsep penyediaan infrastruktur kelistrikan pada masa tanggap darurat sehingga dapat lebih siap dalam menghadapi dampak potensi gempa bumi yang akan terjadi.
Pada penelitian ini, metode analisa untuk sasaran 1 menggunakan content analysis melalui wawancara mendalam kepada stakeholder yang memahami dan pernah terlibat dalam penyediaan infrastruktur kelistrikan pada masa tanggap darurat untuk mengidentifikasi kriteria penyediaan infrastruktur kelistrikan pada masa tanggap darurat gempa bumi. Sementara metode analisa pada sasaran 2 menggunakan teknik validasi triangulasi dengan membandingkan 3 sumber yaitu hasil sasaran 1, best practice, dan pedoman/ kebijakan untuk merumuskan konsep penyediaan infrastruktur kedaruratan kelistrikan.
Penelitian menghasilkan 37 kriteria terkait ketersediaan alternated alat kelistrikan dengan mempertimbangkan kebutuhan, proses penyediaan, dan pemeliharaan, ketersediaan sumber bahan bakar beserta prosedur penyimpanannya, permintaan daya listrik dengan mempertimbangkan pengaturan penggunaan daya selama masa darurat, serta kemudahan operasional peralatan melalui pelibatan berbagai sektor serta pemahaman kepada masyarakat. Kriteria tersebut menjadi acuan perumusan konsep penyediaan infrastrukur kelistrikan dalam 4 fase bencana. Pada fase mitigasi konsep yang dihasilkan berfokus pada penentuan kebutuhan, penyediaan dan pemeliharaan peralatan, perencanaan rute mobilisasi, dan peningkatan kapasitas masyarakat. Pada fase kesiapsiagaan, konsepnya lebih difokuskan pada pengecekan dan pengujian penggunaan peralatan kelistrikan serta aktivasi tim respon untuk kelistrikan. Pada fase tanggap darurat, konsepnya lebih difokuskan pada mobilisasi kebutuhan peralatan kelistrikan, bahan bakar, dan personil serta penentuan koordinator di setiap posko yang bertanggung jawab terkait pengoperasian alat dan penggunaan daya listrik di pengungsian. Sementara, pada fase pemulihan lebih berfokus pada proses perbaikan jaringan listrik eksisting.

Surabaya is passed by an active Waru Fault and Surabaya Fault with a speed of 0.05mm/year which has the potential to cause an earthquake with a magnitude of 6.0-6.9 SR. The impact of the disaster that can be caused are damage to electricity infrastructure which is one of the critical infrastructure needed for operational of other infrastructures and activities. Meanwhile, the level of electricity infrastructure readiness in Surabaya is still low, around 0-34%. Therefore, a well-developed electricity infrastructure during the emergency response is needed so that the system is better prepared to face the potential impact of an earthquake that could occur.
This research is a qualitative research with 2 objectives. Anaylysis method in the first objective used content analysis conducted through in-depth interviews with stakeholders who understand and have been involved in the provision of electricity infrastructure during the emergency response period to indentified the criteria for the provision of electricity infrastructure during the earthquake emergency response. While the analysis method in the second objective used triangulation validation technique by comparing 3 sources, the conclusion of the interviews, best practices, and guidelines/policies to compile the concept of providing electricity infrastructure during the earthquake emergency response.
The study show resulted in 37 criteria related to the availability of electrical equipment alternatif by considering the needs, supply and maintenance processes, the availability of fuel sources and their storage procedures, the demand for electrical power by considering the regulation of power use during an emergency, as well as the ease of operation of equipment through the involvement of various sectors and community. The criteria used as a reference for formulating the concept of providing electricity infrastructure during the emergency response period that divided into 4 phases of disaster. In the mitigation phase, the concept is focused on determining electricity needs, providing and maintaining electricity equipment by across sectors, planning mobilitization routes, and increasing community capacity. In the preparedness phase, the concept is more focused on checking and testing the condition of emergency electricity equipment and create an emergency response team for electricity. In the emergency response phase, the concept is more focused on mobilizing the electricity equipment, fuel, and personil needed. Meanwhile, in the recovery phase the concept focused on repairing normal electricity networks.
