Abstract
Alumina merupakan produk yang memiliki nilai manfaat tinggi khususnya di industri Aluminium (Smelter Grade Alumina) dan juga sebagai komponen pendukung elektronik (Chemical Grade Alumina). Dengan diberlakukannya Undang-Undang No. 4 Tahun 2009 di Indonesia tentang peningkatan nilai tambah sumber daya mineral dan/atau batu bara dengan wajib melakukan pengolahan dan pemurnian hasil penambangan di dalam negeri dan naiknya pertumbuhan pasar alumina global akibat meningkatnya permintaan dari industri pengguna akhir (Minyak & Gas, Pengolahan Air, Plastik, dan lainnya) dan pasar global (Asia-Pasifik, Amerika, Eropa) menjadi penunjang untuk memproduksi alumina dalam negeri dari mineral bauksit. Pra desain pabrik alumina ini didirikan menggunakan proses Bayer (proses basa) dengan pertimbangan kebutuhan bahan baku utama yaitu bauksit, kemurnian produk alumina yang lebih tinggi, dan konsumsi energi yang lebih ekonomis apabila dibandingkan dengan proses asam. Proses Bayer terbagi menjadi empat bagian proses utama, yaitu digestion, klarifikasi, presipitasi, dan kalsinasi. Rencana pendirian pabrik alumina ini dilakukan selama 3 tahun dengan umur pabrik selama 25 tahun dan target kapasitas produksi pabrik adalah 350.000 ton/tahun. Sumber dana investasi berasal dari modal sendiri sebesar 40% dan modal pinjaman 60%. Berdasarkan analisa ekonomi, Internal Rate of Return sebesar 17,52% dengan bunga sebesar 7,95% per tahun dan laju inflasi 1,33%. Sedangkan untuk Pay Out Time sebesar 11 tahun 6 bulan dan Net Present Value sebesar Rp 2.456.805.399.694.

Alumina has a high benefit value, especially in the Aluminum industry (Smelter Grade Alumina) and also as a support for electronic supporting components (Chemical Grade Alumina). The enactment of law No. 4 of 2009 in Indonesia concerning the increase in added value of mineral and/or coal resources by requiring processing and refining of mining products domestically and the increasing growth of the global alumina market due to increasing demand from end-user industries (Oil & Gas, Water Treatment, Plastics) and global markets (Asia-Pacific, America, Europe) becomes an opportunity to produce domestic alumina from mineral bauxite. The pre-design of this alumina plant was established using the Bayer process (alkaline process) by considering the main raw material which is bauxite, higher purity of alumina products, and more economical energy consumption when compared to the acid process. The Bayer process is divided into four main processes, namely digestion, clarification, precipitation, and calcination. The plan to establish an alumina plant is carried out for 3 years with a factory life of 25 years and the target production capacity is 350,000 tons/year. The source of the plant's investment funds comes from its own capital of 40% and short-term loans of 0%. Based on economic analysis, the Internal Rate of Return is 17.52% with an interest rate of 7.95% per year and an inflation rate of 1.33%. Meanwhile, the Pay Out Time is 11 years and 6 months and the Net Present Value is Rp. 2,456,805,399,694.
